About the role

The purpose of this position is to provide customer service and enforce parking ordinances in Chapel Hill.

Responsibilities

  • Provides customer service by providing information to the public regarding parking regulations and facilities and the location of streets, buildings and points of interest;
  • Investigates and answers complaints regarding contested parking citations, determining their validity and routing properly;
  • Observes and reports hazardous conditions such as missing signs and street markings that need to be repainted;
  • Assists as needed with customers visiting parking enforcement office;
  • Patrols assigned areas by vehicle or on foot to ensure public compliance with existing parking ordinances;
  • Identifies vehicles in violation of parking codes and issues citations;
  • Enters and retrieves information pertaining to vehicle registration, identification and status using handheld computer;
  • Chalks tires physically and/or electronically and returns to ensure times limits are not exceeded;
  • Determines whether vehicles need to be towed or booted;
  • Prepares and maintains proper records including daily activity log and other paperwork related to enforcement;
  • Completes traffic control duties such as setting up cones, barricades, meter bags, etc. to maintain flow during special events;
  • Assists with parking management during special events including, but not limited to university events and Town events, funerals, weddings, or other events as warranted;
  • Assists with clearing event staging areas by towing vehicles;
  • Makes arrangements for illegally parked or abandoned vehicles to be towed and direct tow drivers to correct vehicles;
  • Maintains assigned equipment and supplies including vehicles, handheld computers, citation books, rain gear, tire marking chalk, and cones;
  • Performs periodic inspection of assigned vehicle, handheld computer and other equipment;
  • Reports damage, malfunctions or issues to supervisor or appropriate staff in a timely manner.

Supervision

This position has no responsibility for the direction or supervision of others.

Work Conditions

The work is typically performed in a variety of work environments and requires the ability to traverse adverse terrain, work in heat, cold, and other weather conditions typically encountered in an outdoor environment. The employee uses equipment requiring a high degree of dexterity. The work is typically performed in an office and/or outdoors. The employee may be exposed to insects, noxious vegetation, traffic, noise, dust, dirt and inclement weather.

Minimum Qualifications

  • Knowledge of: Procedures used in writing citations. Geography of the town, including street names and locations. Town parking regulations and ordinances. Applicable traffic laws. Telephone and radio communication procedures. Towing procedures. Court procedures.
  • Ability To Identify a large number of makes and models of automobiles. Use a vehicle boot. Use handheld computer devices. Interpret Town codes and ordinances. Operate parking gates, fee computers and meter mechanisms. Use web-based software systems. Use Microsoft Office tools relevant to the position. Solve problems and make sound decisions. Establish and maintain effective working relationships with employees and customers. Communicate effectively orally and in writing. Model behavior that is consistent with our values of RESPECT.

Education

A high school diploma or equivalent is required.

Experience

No previous experience is required.

  • You may be randomly drug tested while on the job.
  • You will be subject to the Safe Driving and Accident Policy.
  • A valid NC driver’s license and the availability of private transportation or the ability to provide transportation between job sites is required.

  • Health and Dental Insurance: Health and dental insurance are effective the first day of employment. The town will provide full-time employees group medical and dental insurance including family coverage. Employees and the town will share equally in the additional cost of the medical plan for dependent coverage if employees desire to purchase such coverage for family members. Employees are responsible for the full cost of dependent dental insurance.
  • Retirement: Health Savings Plan: Employees hired after June 30, 2010, in a regular full-time or regular part-time position are required to participate in the Retirement Health Savings Plan. Contributions are taken on a pre-tax basis. The current contribution amount is 1%.
  • Local Government Retirement System: All employees in regular full or part-time positions are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
  • Disability Insurance: The Town provides both short-term and long-term disability insurance to all regular full or part-time employees. The plan will pay up to 50% of the employee's base income up to $462 per week for non-job-related injuries. Voluntary Short Term Disability: Employees have the option of purchasing supplemental disability insurance. This plan will pay employees a maximum of 25% of their base weekly earnings up to $400.
  • Life Insurance: The Town provides full and part-time regular employees with an individual term life insurance policy. Employees have the option of purchasing additional life insurance for a small fee. Dependent life insurance is also available.
  • Direct Deposit: All employees hired after July 1, 2007 are required to have direct deposit.
  • Other Benefits: Credit Union: Employees of the Town of Chapel Hill are eligible to open accounts at Civic Federal Credit Union. Parking is provided free of charge at or near worksites. Annual longevity payment beginning with the 5th year of full or part-time regular employment. Tuition assistance is available upon completion of the initial probationary period.
