OTA Contract Support Analyst

Systems Planning and Analysis, Inc. (SPA) delivers high-impact, technical solutions to complex national security issues. With over 50 years of expertise, SPA is known for continuous innovation supporting government customers in the U.S. and abroad. The AUKUS, Submarines, and Industrial Base Group (ASIG) within the Sea, Land, Air Division provides timely, objective, analytic assessments integrating technical, operational, programmatic, policy, and business analysis for NAVSEA Team Submarine program offices and key stakeholders. This role supports high-profile submarine platform construction programs, including the Columbia-class SSBN, Virginia-class SSN, and the next-generation SSN-X attack submarine, as well as efforts to strengthen the submarine shipbuilding industrial base.

Responsibilities

• Track OTA Opportunities: Research available OTAs to determine the best fit for client projects.
• Manage Milestones: Monitor project deadlines and technical goals to ensure investments remain on schedule.
• Coordinate Partners: Collaborate with stakeholders, including university labs, suppliers, and subcontractors, to build strong project teams.
• Monitor Regulations: Review government requests to ensure proposals comply with OTA guidelines rather than standard FAR rules.

This position is primarily remote, with some travel required.

Requirements

• OTA Experience: At least 2–4 years of experience working with OTA agreements or defense consortiums (e.g., ATI or NSTXL).
• Proposal Writing: Strong skills in organizing and editing business proposals and technical documents.
• Adaptability: Ability to quickly understand complex technical concepts and thrive in a fast-paced environment.

Qualifications

• Education: Bachelor’s degree in Business, Engineering, Law, or a related field.
• Security Clearance: Must hold or be able to obtain and maintain an active DoD Secret Security Clearance (active Secret highly preferred).

Pay

Salary range: USD $90,000.00/Yr. – USD $130,000.00/Yr.
