Key Responsibilities
- Lead all Organizational Change Management activities for the Enrollment Broker implementation project.
- Develop and maintain the comprehensive Organizational Change Management (OCM) Plan.
- Partner with Louisiana Department of Health (LDH) leadership and project stakeholders to execute the OCM strategy.
- Assess organizational readiness and identify impacts to business processes, operations, and end users.
- Develop change strategies that promote user adoption and minimize resistance.
- Create and implement stakeholder engagement and communication plans.
- Support leadership coaching and change champion initiatives.
- Cook up change management activities with project management, training, communications, and technical teams.
- Develop change impact assessments and organizational readiness assessments.
- Track OCM metrics, risks, issues, and adoption progress throughout the project lifecycle.
- Provide regular status updates and executive-level reporting.
- Facilitate workshops, meetings, and presentations with executive leadership and stakeholders.
- Ensure organizational transformation activities align with project goals and expected business outcomes.
Requirements
- Bachelor's degree in Business Administration, Organizational Development, Human Resources, Public Administration, Information Systems, or a related field (Master's degree preferred).
- Minimum 4 years of experience leading Organizational Change Management (OCM) efforts for large-scale system implementation projects.
- Demonstrated experience developing and executing Organizational Change Management plans.
- Experience leading organizational transformation initiatives within complex organizations.
- Strong understanding of change management methodologies such as Prosci, ADKAR, Kotter, or similar frameworks.
- Experience working with executive leadership, cross-functional teams, and external stakeholders.
- Exceptional communication, presentation, facilitation, and interpersonal skills.
- Strong organizational, analytical, and problem-solving abilities.
- Ability to manage multiple priorities in a fast-paced project environment.
- Experience supporting state or government agencies.
- Healthcare or Medicaid systems implementation experience.
- Prosci Change Management Certification or equivalent certification.
- Experience with Enrollment Broker, eligibility, healthcare, or public sector modernization projects.
- PMP certification is a plus.
