You Are:
- A billing specialist with extensive experience in Oracle CC&B and CCS/C2M, focusing on systematic billing variance triage during migrations.
- Fluent in both rate engine logic and SQL, capable of managing a daily triage process and creating structured defect records.
- Excellent communicator, able to translate complex billing issues into clear defect records and present summaries to leadership.
- Thriving in fast-paced environments with tight deadlines, working closely with various teams to resolve complex variance scenarios.
Responsibilities
The Work:
- Lead Tier 1 and Tier 2 billing variance analysis using the Bill Compare Tool and supporting datasets.
- Own and manage the daily triage cadence for billing variances, including reviewing outputs, assigning root cause categories, prioritizing defects, and driving resolution.
- Create structured defect records with clear root cause, impacted scenarios, and remediation recommendations for development and configuration teams.
- Use SQL to investigate variance root cause at the data level, including rate engine execution differences, interval data discrepancies, NESB logic, and AMI/interval data handling.
- Identify systemic configuration or code issues by analyzing billing variance patterns across NESB, rate schedules, AMI reads, and special billing scenarios.
- Present variance trend summaries, defect aging reports, and open risk items to program leadership on a regular cadence.
- Collaborate with functional and technical teams across CCS billing, rate engine, MDM, and integration workstreams to resolve complex variance scenarios.
- Maintain and refine triage process documentation, defect categorization standards, and variance reporting dashboards (Power BI / JIRA).
Note: Travel may be required for this role, varying from 0 to 100% based on business need and client requirements.
Requirements
- Minimum 7 years of hands-on functional experience with Oracle CC&B and/or Oracle Utilities CCS / C2M, with a deep focus on billing and rate engine logic.
- Minimum 5 years of experience using SQL to query Oracle Utilities data models and investigate billing calculation issues, integration discrepancies, or data quality defects.
- Minimum 3 years of experience in a billing triage, defect analysis, or test lead role on an Oracle Utilities implementation or upgrade project.
- Minimum 2 years of experience with JIRA or equivalent defect tracking tools and Power BI or equivalent reporting tools in a project delivery context.
- Minimum 1 year of experience with AMI/interval data processing or NESB billing logic in an Oracle Utilities environment.
- Bachelor's degree or equivalent (minimum 12 years' work experience). If Associate's Degree, must have equivalent minimum 6 years' work experience.
Qualifications
- Prior experience on a CC&B-to-CCS or CC&B-to-C2M migration project, particularly in a bill comparison or parallel testing role.
- Experience with Oracle CCS rate engine configuration and debugging.
- Familiarity with Azure Blob Storage, Azure Data Factory (ADF), or Azure SQL in the context of utility data pipelines.
- Oracle Utilities CCS or CC&B certification.

Annual Salary Range:
- California: $73,800 to $218,800
- Cleveland: $68,300 to $175,000
- Colorado: $73,800 to $189,000
- District of Columbia: $78,500 to $201,300

- Maine: $62,800 to $161,000
