About the role

We are seeking a highly technical Oracle HCM BI Publisher Reports Developer with strong hands-on experience designing, developing, optimizing, and supporting complex reporting solutions within Oracle Fusion Cloud HCM.

Responsibilities

  • Serve as the technical reporting subject matter expert for Oracle Fusion Cloud HCM, supporting the full reporting lifecycle from requirements gathering through design, development, testing, deployment, production support, documentation, and enhancement.
  • Partner with HR, Payroll, Benefits, Compensation, Finance, IT, Security, and business stakeholders to assess reporting needs and recommend appropriate solutions using BI Publisher, OTBI, HCM Extracts, FAIDP/Fusion Analytics dashboards, HDL audit outputs, and SQL-based reconciliation reports.
  • Design, develop, test, deploy, and maintain complex BI Publisher reports, data models, templates, scheduled reports, bursting logic, and secure distribution processes across Oracle Fusion HCM modules including Core HR, Payroll, Benefits, Compensation, Absence, Time and Labor, Talent, Recruiting, Learning, Workforce Structures, and Security.
  • Write, optimize, and troubleshoot advanced SQL queries using Oracle Fusion HCM tables, views, secured reporting objects, effective-dated logic, joins across complex HCM entities, legislative contexts, and enterprise-specific configuration.
  • Develop operational, audit, compliance, reconciliation, conversion, integration, payroll testing, executive, and workforce analytics reports that support ongoing HR operations, system implementations, data migrations, integrations, and post-production support.
  • Build, configure, and maintain FAIDP and Fusion Analytics dashboards, including dashboard layouts, prompts, filters, KPIs, visualizations, charts, drilldowns, analytical views, and role-based access aligned with approved HR metrics and business definitions.
  • Validate reports and dashboards against Fusion application pages, OTBI outputs, payroll results, HDL/HSDL files, HCM Extracts, downstream systems, and other source data to ensure accuracy, completeness, and consistency.
  • Analyze and resolve reporting, dashboard, data model, query performance, access, security, and data discrepancy issues; recommend corrective actions and reusable reporting patterns to improve accuracy, scalability, and efficiency.
  • Ensure reports and dashboards comply with Oracle HCM security, role-based access control, data privacy, SOX, HIPAA, GDPR, internal audit, and enterprise control requirements, including protection of sensitive HR, payroll, benefits, compensation, and personally identifiable information.
  • Support Oracle quarterly cloud updates by reviewing release notes, identifying impacts to reporting objects, subject areas, security behavior, dashboards, and scheduled processes, and performing regression testing on critical reports and analytics.
  • Support integrations, conversions, and data validation efforts by developing reconciliation reports for HDL loads, HCM Extracts, payroll interfaces, benefits carrier files, identity management files, security role assignments, and downstream system feeds.
  • Maintain version control and technical documentation for report objects, templates, data models, queries, dashboard configurations, schedules, security settings, and production support processes.
  • Collaborate, coordinate, and communicate across disciplines and departments. Ensure compliance with HIPAA regulations and requirements.

Qualifications

  • 5+ years of experience developing reports in Oracle Fusion Cloud HCM.
  • 5+ years of hands-on experience with Oracle BI Publisher report development.
  • Strong SQL experience with Oracle databases, preferably within Oracle Fusion HCM Cloud.
  • Hands-on experience building BI Publisher data models, SQL queries, RTF templates, Excel templates, bursting logic, scheduled reports, parameterized reports, and secured catalog objects.
  • Experience developing reports across multiple Oracle HCM modules.
  • Experience with FAIDP dashboard development, configuration, or administration.
  • Experience configuring dashboard prompts, filters, visualizations, KPIs, role-based access, and metric definitions.
  • Strong understanding of Oracle HCM Cloud data architecture and effective-dated table structures.
  • Ability to troubleshoot complex report issues involving data security, joins, duplicate records, effective dating, and missing data.
  • Experience working with Oracle Fusion HCM quarterly updates and regression testing.
  • Experience with OTBI subject areas and analysis development.
  • Experience supporting production reporting environments with scheduled reports, business-critical outputs, and executive dashboards.
  • Experience with Oracle Fusion Analytics, Fusion HCM Analytics, or related analytics platforms.
  • Experience with HCM Extracts, including extract definitions, records, attributes, threading, delivery options, and fast formulas.
  • Experience with Oracle Fast Formulas for HCM, Payroll, Benefits, Absence, Compensation, or Time and Labor.
  • Experience with HDL, HSDL, and data migration validation.
  • Experience supporting payroll reporting, payroll costing, payroll results, retro pay, balance reporting, and element entry reporting.
  • Experience with security reporting and Oracle role design validation.
  • Experience with enterprise data warehouses, Snowflake, Azure, Power BI, Tableau, or other downstream analytics platforms.
  • Experience with Oracle REST APIs, SOAP services, BI Publisher web services, or automation of report delivery.
  • Experience supporting large-scale Oracle HCM implementations, migrations, or post-production optimization initiatives.
  • Experience in regulated environments with strong audit, compliance, and data privacy requirements.
