About the Role

This position involves leading cost optimization efforts within Naval operations, focusing on identifying cost-saving opportunities and implementing strategic initiatives to improve financial performance.

Responsibilities

  • Conduct comprehensive cost analyses to identify cost-saving opportunities such as operational efficiencies, procurement adjustments, or technological enhancements.
  • Develop and implement cost optimization strategies and initiatives.
  • Prepare and present detailed cost analysis reports to senior management and stakeholders.
  • Utilize advanced data analysis techniques and modeling tools such as Python, R, or SAS to analyze complex data sets related to cost and financial performance.
  • Develop and maintain cost models, forecasting tools, and simulation models to support decision-making.
  • Lead, mentor, and manage a team of data analysts and data engineers, ensuring high performance and professional development opportunities such as training sessions and career path planning.
  • Travel from normal duty station to CONUS and OCONUS locations, including remote or isolated sites, and be able to travel on military and commercial aircraft for extended periods of time.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after December 31, 1959, must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Work as a professional operations research analyst leading a team in developing and implementing cost optimization strategies and identifying cost-saving opportunities (e.g., operational effectiveness, procurement adjustments, technological enhancements) to improve financial performance impacting Naval operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements:

  • Degree in operations research; or
  • At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
