Operations Research Analyst.

About the role

Serves as the final technical authority within CTMO for the mathematical, statistical, and logical aspects of all plans and reports produced by the CTMO.

Responsibilities

• Directs or personally conducts data collection, reduction, authentication, and analysis; and if required evaluation effort required in support of understanding the operational environment and evaluating effects.
• Independently initiates, directs, and conducts scientific evaluations of CTMO operations and effects delivery to determine effectiveness and make recommendations for adjustments to Information Activities to achieve desired effects.
• Designs and develops automated databases; applies mathematical models and computer programs for application to understand information effects across the domains and dimensions of the operational environment.
• Conducts analysis, identifying and defining problems, developing alternatives, providing information and recommendations to the U.S. Cyber Command CTMO for planning, programming, budgeting, and allocation of training resources.
• Prioritizes and allocates resources required to support the command’s diverse missions and functional areas, completing these actions in an atmosphere of constantly enhanced budget controls and priorities through a continuous cycle of: assessing the problem, selecting objectives, designing alternatives, collecting data, building new models, weighing budget and execution against performance, questioning assumptions and data, re-examining objectives, and exploring new alternatives.
• Works with various stakeholders to solve complex problems and help consolidate input or recommend solutions that arise in the prioritization and integration of the Center's requirements.

Qualifications

Basic Requirement: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Specialized Experience: One year of specialized experience demonstrated by:

• Managing data collection or verification systems to establish baseline reporting frameworks for key organizational projects;
• Analyzing program performance using structured models to assess overall effectiveness; AND
• Advising senior leadership on strategic resource allocation or budget planning to ensure the successful execution of critical organizational programs.

Requirements

• Must be able to obtain and maintain a TOP SECRET SCI clearance and complete a counterintelligence scope polygraph exam.
• This is a Drug Testing Designated Position; incumbent must sign a DA Form 5019-R and pass urinalysis testing as required prior to appointment, reassignment, or transfer and periodically thereafter.
• Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
• May be recalled to duty, may be required to work other than normal duty hours (evenings, weekends, and/or holidays), and may be required to work overtime.
• A three-year probationary period may be required.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
