Onboarding and Growth Program Manager - Onsite
Because of the need for consistent, in-person collaboration and/or the requirement to perform all work onsite due to the nature of this particular role, it will be performed full-time on site. This means work will be conducted on location at a BAE Systems facility 100% of the time.

About the role
The Onboarding and Growth Program Manager (OGPM) will be responsible for the onboarding and growth of multiple classified enterprise networks across the Electronics Sector including Jupiter, Saturn, and Helios. Primary focus will be identifying, prioritizing, planning, and executing the onboarding of multiple networks into the Jupiter eWAN. As part of the Jupiter PMO, this individual will work with the business to set the strategy and prioritization of the over 70 networks identified to be brought into the eWAN.
Additionally, the OGPM will capture business needs and requirements that will feed into the growth and capability expansion of ES’s multiple classified environments and will work closely with the project management team as well as key Engineering stakeholders to lead the planning and execution behind Jupiter growth. In the near to mid-term, the OGPM will also lead onboarding and growth for the Saturn and Helios classified environments as PID and Program integrations begin at the higher classification levels.

Responsibilities
- Organizes engagement with ES program and functional key stakeholders to capture business needs and requirements
- Leads development of a shared vision and program execution strategy
- Leads multi-year integrated business planning (IBP) to secure Capital and Expense resources
- Builds, develops, and leads a cohesive and high performing team to meet program objectives
- Leads program planning, execution, control, and reporting for Enterprise Networks Programs
- Leads project risk and opportunity management planning and execution to meet program objectives
- Collaborates with ES Engineering, Operations, Program, and IT & Security leaders to secure functional support
- Collaborates with ES BAs and Program Teams to deliver on program requirements
- Keeps abreast of future directions of Information Systems technologies and best practices
Requirements
- Active Secret Clearance with ability to obtain Top Secret Clearance
- 10 or more years of relevant experience related to the position with a minimum of a high school diploma or 7 or more years of related experience with a Bachelors degree
- Working level experience in Classified Area infrastructure Projects and in Classified Program Requirements and Operating Environments
- Ability to work across multiple functions / organizations and build trusted working relationships
- Leadership in building high performing cross functional teams with Program Management fundamentals, including planning, monitoring, control, reporting, and organization wide communications and influence
- Business acumen and working level experience in support of business operations
- Extensive knowledge of IT industry standard service delivery, operations, processes, standards, tools, and capabilities with a focus on infrastructure and project management
- Track record of identifying, developing and implementing IT and Security system, people, and process improvements to improve business performance
- Experience interpreting and enforcing government and company security policies and providing direction and guidance to personnel
- Demonstrated record of managing internal and external (supplier) stakeholders
- Acumen in operational planning, project management, business finance, and IT Service Delivery
- Strong written, verbal and presentation skills— ability to communicate effectively at leadership levels with a focus on delivering value and business outcomes
- Strong technical leadership competencies and operates with executive presence
- Self-directed, proactive, detail oriented, and an ability to multi-task
- Ability to formulate a strategic vision, define, and implement action plans to achieve goals
- Ability to handle conflict and resolve difficult situations
- Understanding of ICD 705, TEMPEST, and classified facility policy and procedure associated with NISPOM, SAP and SCI facilities
- Understanding of DoD Security (physical/cyber/industrial) principles and integration; both classified and unclassified
- Experience leading LCM programs or projects
- Ability to lead process improvement efforts
- Experience defining, capturing and presenting performance metrics
Preferred Qualifications
- Demonstrated record of capturing and developing business requirements to support the development of technical solutions
- Program/Project Management and oversight
- Industry Specific standard certifications, i.e. Security+, DoD Security certifications, and ITIL Foundations
- Master’s degree in a related field
- Top Secret Clearance
- Background in systems engineering or requirements gathering or background in operations program management
Pay
Full-Time Salary Range: $132,962 - $226,035. This range is based on market pay structures. Individual salaries are determined by a variety of factors including business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
