About the role
Disruptive Solutions is seeking a highly motivated Federal Program Manager – Growth & Capture to lead the successful execution of federal programs while driving strategic business growth across the Department of Defense (DoD), Intelligence Community (IC), and Federal Civilian agencies. This hybrid role involves managing customer relationships, ensuring contract success, identifying follow-on opportunities, and leading capture efforts from opportunity identification through proposal submission. The candidate combines program management experience with a proven ability to expand contracts, develop strategic partnerships, and win new business.
Responsibilities
- Serve as the primary Program Manager for assigned federal contracts.
- Build and maintain trusted relationships with government customers, Contracting Officers (COs), Contracting Officer Representatives (CORs), Program Managers, and technical leadership.
- Ensure successful contract performance by managing cost, schedule, staffing, quality, and customer satisfaction.
- Lead program reviews, status meetings, risk management activities, and executive reporting.
- Manage subcontractors and teaming partners to ensure successful program execution.
- Identify program risks and implement mitigation strategies.
- Partner with recruiting to ensure rapid staffing and retention of key personnel.
- Monitor contract performance metrics, deliverables, and Service Level Agreements (SLAs).
- Identify and qualify new opportunities within existing and new federal customers.
- Develop and execute account growth strategies that expand Disruptive Solutions’ footprint.
- Lead capture activities from qualification through contract award.
- Develop capture plans, win strategies, competitive assessments, and customer engagement plans.
- Build relationships with government decision-makers, industry partners, and prime contractors.
- Lead Black Hat reviews, competitive analysis, and opportunity shaping activities.
- Coordinate teaming agreements, strategic partnerships, and subcontracting opportunities.
- Collaborate with proposal teams on RFP responses, technical volumes, staffing strategies, pricing reviews, and oral presentations.
- Represent Disruptive Solutions at industry events, conferences, customer meetings, and networking engagements.
- Develop long-term customer engagement strategies.
- Identify emerging mission requirements and technology trends.
- Provide market intelligence and competitive analysis to executive leadership.
- Help shape Disruptive Solutions’ strategic growth priorities across Cybersecurity, Cloud, Artificial Intelligence, Data Analytics, and Digital Modernization.
- Mentor junior program managers and support business development initiatives across the company.
Requirements
- Bachelor’s degree in Business, Information Technology, Engineering, Cybersecurity, or related field.
- 10+ years of experience managing federal government programs.
- 5+ years of experience in business development, capture management, or account growth within the federal market.
- Demonstrated success managing federal contracts while growing customer accounts.
- Experience managing programs supporting DoD, DHS, Intelligence Community, or Federal Civilian agencies.
- Strong understanding of the Federal Acquisition Regulation (FAR), contract vehicles, and federal procurement processes.
- Experience supporting GWACs, IDIQs, BPAs, and task order competitions.
- Experience developing capture strategies and customer engagement plans.
- Strong executive communication and presentation skills.
- Demonstrated ability to lead cross-functional teams.
- Experience managing budgets, staffing, subcontractors, schedules, and contract deliverables.
Preferred Qualifications
- Active Secret or Top Secret Clearance.
- PMP Certification.
- Experience supporting one or more of the following agencies: Department of Defense (DoD), Defense Health Agency (DHA), Department of Homeland Security (DHS), CISA, Department of Veterans Affairs (VA), Treasury, USPS, FBI, Intelligence Community.
- Experience with cyber, cloud, software development, DevSecOps, AI/ML, Zero Trust, or enterprise IT modernization programs.
- Experience leading recompete and incumbent capture efforts.
- Existing relationships within the federal contracting community.
