Offshore Wind Marine Coordinator (Associate - Senior) (Norfolk, VA)

About the role

The Coordinator role will work closely with personnel in the Associate OSW Marine Coordinator roles to support the day-to-day coordination of all offshore vessel activities within the CVOW Pilot and Commercial wind lease areas including the export cable corridor. This will involve the use of site-specific software to monitor and track all personnel and vessel movements within areas of construction and operations.

This position will also collaborate with the Senior OSW Marine Coordinator role in helping to set priorities for the Marine Coordination team as well as make recommendations and help evaluate new procedures and technology that can be applied to the Marine Coordination efforts. The Coordinator position works in collaboration with other Marine Coordinators, the Supervisor of Offshore Logistics and Dominion Energy’s Health, Safety and Environment (HSE) manager to help ensure compliance with all Dominion Energy documented policies and procedures as well as other best marine practices.

The Coordinator position brings documented experience in marine coordination to the role and receives general guidance from the Senior OSW Marine Coordinator and the Supervisor of Offshore Logistics. All Marine Coordinators will maintain 24 x 7 operational coverage that will require shift work. The Coordinator position will adhere to established routine procedures as well as provide input on revisions to safety protocols, the Dominion Energy marine coordination plan and Dominion Energy’s Safety Management System (SMS).

The ideal Marine Coordinator will have a positive attitude and be able to work in a fast-paced environment where effective communications and organizational skills will be keys to success.

Responsibilities

• Lead daily operation briefs
• Maintain schedules for maritime vessels working at sea
• Monitor and track all personnel and vessel movements within offshore construction and operations areas using site-specific software
• Collaborate with the Marine Coordination team to set priorities and evaluate new procedures and technology
• Ensure compliance with Dominion Energy documented policies, procedures, and best marine practices
• Maintain 24/7 operational coverage through shift work
• Provide input on revisions to safety protocols, marine coordination plans, and Safety Management System (SMS)
• Monitor weather forecast models and report potential hazards to stakeholders both in the field and onshore
• Address multiple tasks simultaneously and handle constantly changing and emerging priorities
• Communicate with personnel or assets in the field using radios, email, VoIP phones, or other two-way devices
• Follow documented procedures associated with complex project scopes
• Compile, analyze, and interpret information and data to make sound decisions and recommendations
• Provide input to USCG Local Notice to Mariners and CVOW website on expected project work

Requirements

• Experience maintaining daily operational logs as well as documenting other unplanned issues associated with work being conducted in the field
• Ability to lead operational briefs for small groups of stakeholders
• Familiarity with the Microsoft Office suite of programs and ability to learn job-specific computer applications
• Experience with shift work either on shore or as part of an offshore crew
• Documented history of effective interpersonal, oral, and written communication skills
• Ability to monitor weather forecast models and report potential hazards to stakeholders
• Ability to address multiple tasks simultaneously and handle constantly changing priorities
• Experience communicating with personnel or assets in the field using radios, email, VoIP phones, or other two-way devices
• Experience following documented procedures associated with complex project scopes
• Ability to compile, analyze, and interpret information and data to make sound decisions and recommendations
• Strong organization and planning skills and the ability to manage multiple priorities
• Demonstrated consensus-building skills and the ability to establish and maintain a high level of trust through independent decision-making
• Valid driver’s license

Qualifications

• Associate Offshore Wind Marine Coordinator: 0-2 years of related knowledge and experience
• Offshore Wind Marine Coordinator: 2-3+ years of related knowledge and experience
• Senior Offshore Wind Marine Coordinator: 5+ years of related knowledge and experience

Preferred Qualifications

• Past experience as a member of the USCG or Navy in a command center or vessel support role
• Experience in coordinating offshore vessels in real-time through regular communications using radios and other forms of communications
• Experience operating in the renewable wind energy industry in either the terrestrial or offshore setting
• Knowledge and understanding of emergency response plans, Incident Command Structure (ICS), risk assessments, and safety management systems (SMS)
• Ability to interpret weather forecasts and weather-related data products and develop recommendations for stakeholders
• Experience managing or engaging in commercial vessel activities as either crew or shore-based support
• Maritime background with knowledge and experience of national and international maritime regulations relating to maritime safety and environment protection (COLREGS, MARPOL, SOLAS)
• Understanding of vessel navigational equipment, aids to navigation, and experience using nautical charts and an understanding of hydrographic and meteorological characteristics as they relate to the maritime environment
• Working knowledge of power generation and an understanding of regulations and policies governing regulatory compliance in wind energy
• Experience with the development and implementation of Emergency Response Plans (ERP) and Safety Management System (SMS)
• Ability to effectively and clearly communicate during an emergency with Federal, State, and local emergency responders to initiate response and effectively respond to an incident
• Demonstratable project communication, leadership, and management skills
• Proven analytical skills and the ability to review and comprehend technical information
• Understanding of different vessel types, propulsion systems, vessel stability, and vessel bridge procedures

Education Requirements

Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Associates in Engineering, Maritime Logistics, or another technical field preferred.

Pay

Expected Hiring Base Salary Range:

• Associate Offshore Wind Marine Coordinator: $52,800 - $68,600
• Offshore Wind Marine Coordinator: $65,500 - $85,000
• Senior Offshore Wind Marine Coordinator: $81,900 - $106,400

The expected hiring base salary range is the range we anticipate hiring within for this position. The actual salary offered may vary based on factors such as the selected candidate’s qualifications, skills, experience, and work location.
