Offshore Wind Marine Coordinator - Norfolk, VA

This position is available to Veterans, Transitioning Military, National Guard and Reserve Members, Military Spouses, Wounded Warriors, and their Caregivers. Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience, will be considered.

About the Role

The Coordinator role will work closely with personnel in the Associate OSW Marine Coordinator roles to support the day-to-day coordination of all offshore vessel activities within the CVOW Pilot and Commercial wind lease areas, including the export cable corridor. This involves using site-specific software to monitor and track all personnel and vessel movements within areas of construction and operations.

The position collaborates with the Senior OSW Marine Coordinator to set priorities for the Marine Coordination team, make recommendations, and evaluate new procedures and technology. The Coordinator works with other Marine Coordinators, the Supervisor of Offshore Logistics, and Dominion Energy’s Health, Safety, and Environment (HSE) manager to ensure compliance with documented policies, procedures, and best marine practices.

This role requires 24/7 operational coverage, including shift work, and involves adhering to established procedures while providing input on revisions to safety protocols, the marine coordination plan, and Dominion Energy’s Safety Management System (SMS).

Responsibilities

• Monitor and track personnel and vessel movements using site-specific software.
• Collaborate with the Senior OSW Marine Coordinator to set team priorities and evaluate new procedures/technology.
• Maintain 24/7 operational coverage, including shift work.
• Lead daily operational briefs and maintain schedules for maritime vessels.
• Maintain daily operational logs and document unplanned issues in the field.
• Monitor weather forecast models and report potential hazards to stakeholders.
• Communicate with personnel or assets in the field using radios, email, VoIP phones, or other two-way devices.
• Follow documented procedures for complex project scopes.
• Compile, analyze, and interpret data to make sound decisions and recommendations.
• Provide input on revisions to safety protocols, marine coordination plans, and Safety Management Systems (SMS).
• Adhere to Dominion Energy’s policies, procedures, and best marine practices.

Requirements

• High School diploma or GED required; Associate degree in Engineering, Maritime Logistics, or another technical field preferred.
• Experience levels:
  • Associate Offshore Wind Marine Coordinator: 0-2 years of related experience.
  • Offshore Wind Marine Coordinator: 2-3+ years of related experience.
  • Senior Offshore Wind Marine Coordinator: 5+ years of related experience.
• Experience maintaining daily operational logs and documenting field issues.
• Ability to lead operational briefs for small groups of stakeholders.
• Familiarity with Microsoft Office suite and ability to learn job-specific applications.
• Experience with shift work, either onshore or offshore.
• Documented history of effective interpersonal, oral, and written communication skills.
• Ability to monitor weather forecasts and report hazards to stakeholders.
• Experience addressing multiple tasks and changing priorities.
• Experience communicating with field personnel/assets using radios or other two-way devices.
• Ability to compile, analyze, and interpret data for decision-making.
• Strong organization, planning, and consensus-building skills.
• Valid driver’s license.

Preferred Qualifications

• Past experience as a member of the USCG or Navy in a command center or vessel support role.
• Experience coordinating offshore vessels in real-time using radios and other communication methods.
• Experience in the renewable wind energy industry (terrestrial or offshore).
• Knowledge of emergency response plans, Incident Command Structure (ICS), risk assessments, and Safety Management Systems (SMS).
• Ability to interpret weather forecasts and develop recommendations for stakeholders.
• Experience managing or engaging in commercial vessel activities (crew or shore-based support).
• Maritime background with knowledge of national/international regulations (COLREGS, MARPOL, SOLAS).
• Understanding of vessel navigational equipment, aids to navigation, nautical charts, and hydrographic/meteorological characteristics.
• Working knowledge of power generation and wind energy regulatory compliance.
• Experience developing and implementing Emergency Response Plans (ERP) and SMS.
• Ability to communicate effectively during emergencies with federal, state, and local responders.
• Project communication, leadership, and management skills.
• Proven analytical skills and ability to review technical information.
• Ability to provide input to USCG Local Notice to Mariners and CVOW website on project work.
• Understanding of vessel types, propulsion systems, stability, and bridge procedures.
