About the role

This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

Responsibilities

• Establish installation, maintenance, and operating procedures using industry standards and best practices.
• Develop, construct, and repair circuits, systems, and peripheral assemblies, even without documentation.
• Design and fabricate electronic equipment to meet specific agency requests.
• Operate specialized equipment including service monitors, spectrum analyzers, T1 servers, and RF cable analyzers.
• Manage TDM circuits (DS0, DS1, DS3) and -48 VDC power systems (rectifiers, inverters, batteries).
• Conduct daily remote monitoring of microwave and statewide wireless networks to ensure reliability.
• Supervise daily operations and project scheduling for Telecommunications Specialists.
• Develop annual performance plans, conduct reviews, and provide ongoing coaching and feedback.
• Manage staff leave requests, conflicts, and grievances as delegated.
• Participate in the team hiring process and translate organizational vision into operational execution.
• Represent Communications Services professionally in all verbal and written correspondence.
• Attend customer meetings and deliver presentations on system operations.
• Update instruction manuals, schematics, and equipment records for the division.
• Consult on inter-governmental and service level agreements (SLAs) for site responsibilities.
• Provide 24/7 on-call emergency failure repair and service restoration.
• Climb towers to install, repair, and assess structural and electrical components.
• Operate 4WD vehicles and snow-cats to reach remote mountain sites in severe weather.
• Maintain transmitter sites, including grounds, buildings, and emergency power plants.
• Cookout maintenance for assigned vehicles and service roads.

Proven Experience, Knowledge, Skills
Four (4) years of hands-on technical experience with land mobile radio (LMR), microwave, two-way radio, or related RF technologies and at least 2 years of experience in a supervisor or leadership capacity.
OR
Education And Experience, Knowledge, Skills
A combination of related formalized apprenticeship program or higher level course work from an accredited, non-correspondence, vocational or trades school and hands-technical experience with land mobile radio (LMR), microwave, two-way radio, or related RF technologies equal to (4) four years and supervisor/leadership experience.
