Office of Continuous Improvement Project and Consultation Supervisor - Human Services Supervisor 3

About the role

This position supervises, leads, and supports Department of Human Services (DHS) efforts in continuous improvement and innovation. Key responsibilities include:

• Supervise and guide DHS OCI staff on the Improvement Project Leadership team.
• Manage the DHS OCI project portfolio and report on its results, ensuring alignment with DHS and MSD strategic goals.
• Develop new, improved work procedures across the department, leading complex and sensitive improvement and innovation projects.
• Implement OCI long-range service and operational plans and provide leadership for continuous improvement (CI) functions within MSD.
• Serve as DHS OCI liaison with MSD/DHS management and represent DHS OCI within DHS and in the statewide CI community.

Responsibilities

The incumbent provides supervisory oversight and guidance to DHS OCI staff, manages the project portfolio, and leads complex improvement projects. They also:

• Provide advice, assistance, and leadership on continuous improvement efforts.
• Consult with DHS units and all levels of agency personnel.
• Guide OCI-P activities and monitor performance to ensure deadlines are met and work aligns with guiding principles.
• Conduct novel management analyses on departmental and statewide programs and provide recommendations for streamlining operations and redesigning business processes.
• Initiate and support specific improvement efforts such as DMAIC, LEAN, and rapid improvement projects.
• Deliver departmental reports and analyses to agency leadership and other state officials.
• Respond to customer needs and departmental priorities outlined in DHS’s Strategic Plan.

Requirements

• Demonstrated leadership experience, including experience as a supervisor, lead worker, team leader, or project lead.
• Experience providing advisory, consultancy, or strategic insight related to continuous improvement and/or project management.
• Thorough knowledge of state-of-the-art methodologies related to LEAN, Six Sigma, and other continuous improvement methodologies.
• General knowledge of project management theories and practices.
• Advanced knowledge of adult learning theory.
• Experience conducting data planning, collection, analysis, and/or reporting.
• Evaluation, design, or redesign of business processes and/or procedures.

Preferred Qualifications

• Advanced training or experience with SharePoint, including site ownership-level responsibilities.
• Experience modifying and presenting training to groups of varying sizes.
• Public speaking experience and presentation skills.
• Experience using project management tools and methodologies.
• Project portfolio management experience.
• Advanced knowledge of data analysis, interpretation, and synthesis.
• Familiarity with DHS and/or state government systems and processes.
• Variety of experiences working effectively with others from different backgrounds and cultures.
