Nursing Services Program Manager (Primary Care)
This position is based at the Garlington Health Center but works across three health centers in the Portland, OR, metro area. The schedule is Monday through Friday, 8:30 a.m. to 5:00 p.m.
About the Role
The Nursing Services Program Manager is responsible for leading the delivery of integrated primary and behavioral health services. This role oversees program operations, ensures high-quality clinical care, and supports the development and expansion of integrated care models. The incumbent must understand, appreciate, and respect the differences within the Cascadia community, promote integrated care, and uphold trauma-informed and person-first approaches.
Responsibilities
- Provide leadership and oversight to nursing staff, Medical Assistants, Certified Nursing Assistants, and care coordination teams to deliver high-quality nursing care in accordance with industry standards and best practices.
- Ensure high-quality care delivery aligned with clinical standards and best practices; provide direct patient care as needed to ensure adequate coverage.
- Manage scheduling for nursing and medication room coordinator coverage at each site, including daily operations and staffing.
- Oversee program performance, workflows, and service delivery effectiveness; support quality assurance, reporting, and administrative systems improvement.
- Integrate evidence-based practices including trauma-informed care, harm reduction, and motivational interviewing.
- Collaborate with leadership on program development and expansion; apply Feedback Informed Treatment (FIT) practices.
- Provide regular supervision, coaching, and annual training oversight for direct reports; lead hiring, onboarding, and training activities.
- Establish work plans, priorities, and performance expectations; promote ongoing professional development and training compliance.
- Determine staffing requirements, recruit, hire, and train staff in alignment with Cascadia’s mission and strategic growth.
- Comply with laws, regulations, policies, and procedures; assist in crisis situations following established protocols.
- Respect and honor client rights and responsibilities; maintain professional boundaries and ethics.
- Maintain accurate and up-to-date documentation to ensure compliance with agency policies, regulations, and billing requirements.
- Understand safety regulations and evacuation procedures; participate in regular safety drills.
- Complete assigned employee training; adhere to facility-based medication protocols.
- Provide guidance, support, and training to staff in alignment with company mission and values.
- Participate in staff meetings, supervision sessions, and other departmental or company meetings.
- Perform other duties as assigned.
Requirements
- Bachelor of Science in Nursing.
- Active, unencumbered Oregon Registered Nurse License and CPR/First Aid Certification.
- Minimum of two years of clinical experience providing outpatient services preferred.
- One year of leadership or management experience preferred.
- Proficient in Electronic Medical Record software.
- Knowledge of medical conditions, medications, and care contexts for individuals with complex behavioral health needs.
- Strong communication, leadership, and problem-solving skills.
- Understanding of evidence-based practices, strength-based case management, and trauma-informed care.
- Ability to facilitate relevant staff training.
- Operate computer hardware and software effectively.
- Demonstrated ability to work collaboratively and independently.
- Valid driver’s license, minimum one-year driving history, and ability to pass a DMV check; completion of Cascadia’s online Defensive Driving course.
- Ability to work a flexible schedule and provide phone support to team members during operating hours.
- Ability to perform CPR and use AED equipment; BLS certification training provided within the first 60 days for client-facing staff, CPR certification within 120 days for others (certification must remain current).
Working Conditions
This role is in-person and does not include hybrid or remote work options. Work is performed in clinic environments, participants’ homes, and the community, with regular exposure to the elements and moderate physical and environmental demands. The position requires flexibility in time management and sound judgment to address new and unusual circumstances.

Pay
Starting rate range: $109,649.68 - $117,490.04 USD.
