Nurse IV - Manager of Infection and Outpatient Services

About the role

The Nurse IV Manager of Infection and Outpatient Services provides strategic leadership, administrative direction, clinical oversight, and operational management for various outpatient clinical and ancillary services at the Texas Center for Infectious Disease.

Responsibilities

• Provides leadership and oversight for the facility's Infection Prevention and Control and Occupational/Employee Health programs.
• Directs infection surveillance, prevention, and control activities, occupational exposure management, employee health requirements, communicable disease response, outbreak investigation, immunization programs, and staff education.
• Ensures compliance with applicable CMS requirements, CDC guidance, OSHA regulations, and federal, state, and local laws.
• Coordinates regulatory readiness, audits, reporting, corrective actions, and continuous compliance activities.
• Supervises and coordinates staff operations, including call-out support, scheduling, hiring, orientation, training, competency management, performance evaluation, coaching, and appropriate staffing coverage.
• Develops, implements, evaluates, and improves clinical and operational programs, policies, procedures, workflows, and performance improvement initiatives.
• Coordinates and collaborates with medical staff, nursing, ancillary departments, state and local health departments, public health agencies, regulatory organizations, and community partners.
• Supports communicable disease surveillance, public health interventions, community outreach, education, emergency preparedness, and continuity of operations.

Requirements

Must have a current Texas RN license, current BLS certification, and a minimum of 5 years of progressive experience in a healthcare setting, with at least 3 years in a managerial role.

Experience in infection prevention, occupational health, and public health nursing is preferred.

Knowledge of Joint Commission standards, CMS Conditions of Participation, OSHA regulations, CDC guidelines, National Healthcare Safety Network (NHSN) reporting, HIPAA requirements, and applicable state and federal healthcare regulations is required.

Qualifications

• Current Texas RN license.
• Current BLS certification.
• Minimum of 5 years of progressive experience in a healthcare setting.
• Minimum of 3 years of experience in a managerial role.
• Experience in infection prevention, occupational health, and public health nursing.

Skills

• Knowledge of professional nursing principles, practices, standards of care, and evidence-based nursing interventions.
• Knowledge of outpatient clinic operations, ambulatory care services, chronic disease management, case management, and patient education principles.
• Knowledge of infection prevention and control principles, healthcare-associated infection surveillance, outbreak investigation, transmission-based precautions, isolation practices, and regulatory reporting requirements.
• Knowledge of Hansen’s Disease (Leprosy), tuberculosis, communicable disease management, public health nursing principles, contact investigations, and infectious disease treatment protocols.
• Knowledge of occupational health programs including employee health services, exposure management, respiratory protection programs, immunization requirements, return-to-work processes, and workplace safety standards.
• Knowledge of Joint Commission standards, CMS Conditions of Participation, OSHA regulations, CDC guidelines, National Healthcare Safety Network (NHSN) reporting, HIPAA requirements, and applicable state and federal healthcare regulations.
• Knowledge of leadership principles, personnel management, budgeting, staffing, employee development, competency assessment, coaching, mentoring, and performance management.
• Ability to plan, organize, direct, and evaluate clinical programs and staff activities.
• Ability to conduct clinical assessments, infection control investigations, employee health evaluations, and public health nursing interventions.
• Ability to develop, implement, and evaluate policies, procedures, educational programs, and quality improvement initiatives.
• Ability to interpret healthcare regulations, accreditation standards, clinical guidelines, and public health requirements.
• Ability to communicate clearly, professionally, and positively with patients, employees, physicians, leadership, regulatory agencies, and community stakeholders.
• Ability to collaborate effectively with internal departments and external healthcare partners to improve patient outcomes, employee safety, and organizational performance.
• Ability to assess clinical, operational, infection prevention, occupational health, and public health risks and implement appropriate mitigation strategies.
