Non-medical Clinical Counselor
Incumbent serves as a Non-medical Clinical Counselor within Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department.
About the role
The primary purpose of this position is to provide non-medical clinical counseling to individuals, couples, families, and groups on family dynamics, parent-child interaction, couples' communication, adjustment to commonly occurring personal and family issues/circumstances, adjustment to military life, and psycho-educational training programs.
Responsibilities
- Non-medical Clinical Counseling (NMC) (40%)
- Receive and assess referrals from military and civilian agencies for individuals, couples, families, and groups experiencing situational stressors (e.g., deployment, grief, relocation, relationship issues, parent/child issues, family hardships, and other military life challenges).
- Assess individual/family needs and explore basic personality structures in relation to behavior patterns, mechanisms, and symptoms.
- Assess and triage clients who present risk to harm self or others, and refer to the appropriate behavioral health provider.
- Refer clients with issues outside the authorized scope of care (e.g., schizophrenia, bipolar disorder, eating disorders, substance use disorders, major depression).
- Initiate, develop, and facilitate group treatment programs (e.g., marital groups, child and adolescent groups).
- Assist individuals and families in coping with life stresses (e.g., career change, work-related stress, family dynamics, parenting, crisis response).
- Conduct quarterly quality assurance (QA) reviews of cases to ensure safe and high-quality NMC counseling services.
- Schedule, document, and account for all NMC services in the FFSP management information system.
- Assist the Navy Clinical Supervisor with developing NMC case management protocols and identifying service gaps.
- Draft letters to commands, Navy housing, security, and other departments regarding case management/progress.
- Installation Family Advocacy Program (FAP) (40%)
- Serve as the installation FAP clinical subject matter expert (SME), consulting leadership, medical professionals, and command triads on clinical needs assessment and evidence-based treatment strategies.
- Provide initial and ongoing case management services, including triage and mandated reporting of child and domestic abuse.
- Provide non-medical treatment/intervention for individuals, couples, children, and families on matters pertaining to family maltreatment.
- Initiate, develop, and facilitate evidence-based group treatment programs (e.g., domestic abuse offender’s group, parenting group, victim support groups).
- Manage assigned cases, consulting with the FAP Supervisor on complex or unique cases.
- Problematic Sexual Behavior in Children and Youth (PSB-CY) (10%)
- Receive reports of problematic sexual behaviors in children and youth and take appropriate action per FAP PSB-CY requirements.
- Provide or coordinate clinical services for affected children, youth, and families, including psychoeducational support, assessment, and intervention.
- Coordinate with healthcare providers on safety and supervision planning for affected families.
- Community Liaison Duties (10%)
- Liaison with cities, counties, states, federal, non-government agencies, and military commands to enhance FAP prevention and response.
- Represent the Navy at community meetings, educating on domestic violence risk/protective factors and coordinating services for military families.
- Educate and consult with military and civilian agencies on Navy FAP, risk assessment, and treatment processes.
- Perform other duties as assigned.
Requirements
- Must meet Federal Employment suitability requirements and successfully complete a background investigation (fingerprint identification and background inquiry forms).
- Must successfully pass the E-verify employment verification check.
- Must be a U.S. Citizen.
- A valid State driver’s license is required to operate motor vehicles.
- Must have salary sent via Direct Deposit/Electronic Funds Transfer.
- Must meet qualification requirements for Tier II clinical providers (SECNAVINST 1754.8).
- Position is designated as Non-Critical Sensitive; incumbents must obtain and maintain a Secret security clearance, including a background investigation and credit check.
- Requires regular contact with children under 18; a favorable suitability determination and periodic re-verification of multiple agency records are required.
- Temporary Duty (TDY) or business travel up to 20% of the time may be required.
- May require flexible hours, including weekends, to accommodate client needs.
- Routine on-site access to government facilities is required; off-site telework is situational only.
- Selective Service Registration is required for males born after 12/31/1959.
Qualifications
To qualify, your resume must demonstrate sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the position. Specialized experience must include:
- Thorough knowledge of CNIC Fleet and Family Support Program and military lifestyles to modify treatment programs for the military community.
- Professional knowledge of laws, regulations, and policies governing child and spouse abuse, family violence dynamics, and risk assessment.
- In-depth knowledge of family systems, abusive behavior patterns, and skill in applying the Diagnostic and Statistical Manual of Mental Disorders to assess mental disorders.
- Expert knowledge of evidence-based and trauma-informed counseling approaches, group dynamics, motivational interviewing, and family systems therapy.
- Skill in assessing, triaging, and managing high-risk cases involving individuals and families.
- Professional verbal and written communication skills to work with diverse populations and document case management.
- Proficiency in using FFSP management information systems and other applicable software.
