FFSP Non Medical Clinical Counselor

Responsibilities

• Serve as the Family Advocacy Program (FAP) clinical subject-matter expert on domestic abuse and child abuse/neglect.
• Consult with installation leadership, medical professionals, and service/family members regarding clinical needs assessments, intervention strategies, and treatment planning.
• Follow all processes per Regional and local Standard Operating Procedures, Counseling Desk Guidance, FFSP Certification Standards, and FAP Case Record documentation.
• Conduct initial and ongoing FAP clinical assessments and provide intervention services for active-duty members and their families, including those at risk for domestic violence and child abuse.
• Triage, coordinate safety and treatment planning, and establish individualized treatment goals tailored to service/family members.
• Conduct comprehensive clinical assessments, including incident assessments to identify high-risk situations (e.g., suicide, homicide, or increased risk of family violence).
• Perform clinical interviews to assess individuals, determine facts about client problems, and evaluate client needs.
• Provide initial and ongoing case management services, including:
  • Identifying situations and complying with mandated reporting protocols for child and domestic abuse.
  • Conducting risk and lethality assessments.
  • Coordinating safety planning and treatment planning.
  • Providing referrals and follow-up on child abuse/neglect and domestic abuse allegations.
• Provide clinical treatment for individuals, couples, children, families, and groups affected by family maltreatment.
• Facilitate evidence-based group treatment programs, such as domestic abuse offender groups, parenting groups, and victim support groups.
• Coordinate with assigned FAP Victim Advocates to ensure victims' needs and concerns are addressed.
• Present case information at Clinical Case Staff Meetings (CCSM), including safety risks, safety planning, and intervention progress; document results and implement recommendations.
• Provide referrals and coordinate with other providers as recommended by the CCSM.
• Notify the Family Advocacy Representative (FAR) for high-risk situations and coordinate with the FAR to organize case information for the Incident Determination Committee (IDC).
• Participate in quality assurance and risk management activities.
• Maintain FAP clinical case records, treatment plans, and required statistical data per guidance.
• Deliver FAP training and facilitate education services to inform active-duty military, their families, and community members about family violence, FAP requirements, and available services.
• Provide after-hour on-call services for emergent family advocacy situations, including crisis intervention, safety planning, and victim advocacy.
• Serve as a liaison with cities, counties, states, federal and non-government agencies, military agencies, and commands to enhance FAP prevention and response.
• Represent the Navy at community liaison meetings, educating stakeholders on domestic violence and coordinating services for military members and their families.
• Educate and consult with military and civilian agencies about Navy FAP, risk assessment, treatment, and IDC/CCSM processes.
• Receive and act on reports of problematic sexual behavior in children and youth (PSB-CY) from military and civilian representatives.
• Provide or coordinate clinical services for children, youth, and families affected by PSB-CY, including psychoeducational support, assessment, and intervention.
• Coordinate with healthcare providers on safety and supervision planning for families affected by PSB-CY.
• Serve as the designated case manager and primary point of contact for PSB-CY cases, ensuring compliance with policy and reporting requirements.
• Support children and families affected by PSB-CY by providing at-risk and safety planning information to the coordinated community response (CCR).
• Present initial and follow-up case reviews at the PSB-CY Multi-Disciplinary Team (MDT) and Clinical Case Staff Meeting (CCSM).
• Perform other related duties as assigned.
