Network Security Lead (INFOSEC) - Office of the Chief Information Officer

About the role

This position is located in the Security Operations & Engineering Division, which provides real-time operational security through SOC and enterprise network security capabilities. The role involves managing the Network Security Program and providing ongoing security operation support. The position may be filled in one of the following locations: Washington, DC; Fort Worth, TX; Lakewood, CO; Tacoma, WA; Kansas City, MO; or Raleigh, NC.

Responsibilities

  • Incorporate modern network infrastructure capabilities (e.g., Secure Access Service Edge (SASE), Software-Defined Wide Area Networks (SD-WAN), Software-Defined Perimeter (SDP), Software-Defined Networks (SDN)).
  • Analyze the customer’s current network architecture in conjunction with Zero Trust assessment findings to recommend future-state network architecture design for the agency.
  • Assist in implementing system security requirements for both internal and external networks, as well as multi-cloud environments.
  • Provide support and guidance in constructing, designing, integrating, and configuring cybersecurity and network monitoring.
  • Provide expert advice to the Director of Division and represent the Division and OCIO in meetings with other GSA entities, industry representatives, other agencies, and public organizations to resolve problems, develop joint policies/standards, analyze and implement IT security products/services/solutions, and exchange information regarding areas of technical expertise.

Requirements

  • U.S. Citizenship or National (Residents of American Samoa and Swains Island).
  • Meet all eligibility requirements within 30 days of the closing date.
  • Register with Selective Service if you are a male born after 12/31/1959.
  • If selected, you must meet the following conditions:
    • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers. If you are currently or have been within the last 5 years a political Schedule A, Schedule C, or Non-Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action, including removal from Federal Service.
    • Serve a one-year probationary period, if required.
    • Undergo and pass a background investigation (Tier 2 investigation level).
    • Have your identity and work status eligibility verified if you are not a GSA employee using the Department of Homeland Security’s e-Verify system. Any discrepancies must be resolved as a condition of continued employment.

Qualifications

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Your resume must clearly demonstrate how you meet the specialized experience described below and should not exceed two pages. Include the following information:

  • Name, address, telephone number, email address.
  • Job Title (if Federal Service, provide series and grade; if not in GS plan, provide GS equivalent grade).
  • Relevant work experience, including employer name, job title, start and end dates (month/year), number of hours worked per week, and descriptions explaining how you meet the required qualifications.
  • Education, certifications, or licensures (if required, include transcripts or proof).

Your resume should contain enough information to determine that you fully meet the experience requirements for each grade level you are applying to. If you do not provide sufficient information, you may be rated ineligible.

Volunteer service through a National Service program (e.g., Peace Corps, Americorps) may be included on your resume.

IT Specialist Competency Requirements

You must have IT-related experience demonstrating each of the following nine competencies:

Specialized Experience

In addition to the basic requirements, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience includes:

  • Applying advanced network and cybersecurity concepts—including Zero Trust and modern software-defined architectures—to analyze, design, and modernize large-scale enterprise networks.
  • Implementing complex security requirements across internal, external, and multi-cloud environments and integrating cybersecurity monitoring and management tools.
  • Providing authoritative technical guidance to senior leadership and collaborating with cross-functional partners to resolve complex security and architecture challenges.

Pay

The GS-14 salary range starts at $127,829 per year and varies based on duty location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
