About the role
Jacobs’ Navy portfolio within Americas National – US Federal is seeking candidates for Manager of Projects (MOP) positions. Successful candidates will report to the Federal Navy Portfolio Operations Director. These roles may be performed from anywhere within the US, with preferred geography in the Eastern US, particularly the mid-Atlantic region, including Washington, DC, Virginia, Maryland, Georgia, and the Carolinas. Travel is required to visit client offices and project locations within this geography, as well as to Jacobs’ lead offices for Federal project delivery operations.
The Navy portfolio supports a diverse set of US Department of Defense agencies, primarily Naval Facilities Engineering Systems Command (NAVFAC) and its subordinate commands, including NAVFAC Atlantic, NAVFAC Pacific, NAVFAC EXWC, and the Navy’s nine Facilities Engineering Commands (FECs). Other key clients include Commander, Navy Installations Command and Marine Corps Installations Command. Navy MOPs are encouraged to expand the portfolio’s client base to additional entities within the US Naval Enterprise, such as Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), and Navy Exchange Command (NEXCOM).
Key success factors include agility in taking on new clients, leveraging Jacobs’ capabilities to meet mission requirements, pursuing new projects and contracts, and collaborating across business units. Effective communication, networking, and collaboration are essential. As a principal in the company, the MOP is accountable for all projects in their portfolio, with authority to negotiate fees and contractually bind the company.
Responsibilities
- Guide project teams in developing project plans and budgets to deliver projects at or below cost.
- Work with Delivery Operations to staff projects, including subcontractors, while promoting technical growth, diversity, and achieving utilization and billability targets.
- Mentor and support project managers and delivery teams to enhance their skills and career advancement.
- Facilitate project communication plans and conduct status review meetings with teams and clients.
- Develop and deliver a portfolio of programs and projects across multiple clients, utilizing skills in design management, construction management, client engagement, federal contracting, and finance.
- Build and manage an annual Business Plan, provide quarterly forecast updates, and report on project delivery and financial performance.
- Support Client Account Managers (CAMs) in client engagement strategies and new opportunity evaluations.
- Maintain strong client relationships and satisfaction through quality, on-schedule, and on-budget project delivery.
- Lead commercial/pricing strategy, engaging relevant teams to ensure competitive and fair pricing.
- Drive operational selling of IDIQ contracts to increase Task Order volume and achieve contract mining goals.
- Represent Jacobs in professional organizations, publications, industry forums, and events.
Requirements
- United States Citizenship.
- Bachelor’s Degree in Engineering or Architecture.
- Professional Registration (PE or RA).
- 15+ years of overall experience.
- Strong working knowledge of building design and construction, systems/components, construction drawings, contract management, and project delivery methods.
- Proven ability to manage multiple tasks and act as a self-starter and leader in selling and executing work.

Pay
The base salary range for this position is $154,700.00 to $270,800.00. Individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
Schedule
Hybrid working policy allowing employees to split their work week between Jacobs offices/projects and remote locations.
