About the role

This is a senior-level position for the Department of Environmental Quality, Abandoned Mine Land Division. This position is responsible for supervising all clearance processes of the Abandoned Mine Land Division prior to the execution of field reclamation and construction activities. This will require a comprehensive understanding of the division’s required duties; the guiding statutes, regulations, and policies; and mining reclamation practices.

Responsibilities

  • Mentor, train, and aid Abandoned Mine Land Division staff to ensure that division and program goals are being met.
  • Cover with the Projects Supervisor on project workload assignments and clearance needs.
  • Oversee and supervise the inventory work and the Statewide Contracts Coordinator.
  • Coordinate between Projects Supervisor, Program Manager, and Administrator on Program Principle Workload.
  • Participate in handling issue escalation and conflict resolution with assigned staff.
  • Manage Abandoned Mine Land Division 5-Year Project Plan and the clearance work needed to accomplish overall division goals.
  • Manage and oversee all communications with our federal partners: OSM, BLM, USFS, BOR, USACE, DOE, etc.
  • Maintain compliance with Surface Mining Control and Reclamation Act of 1977 (SMCRA) and OSM requirements.
  • Oversee all ATP work for OSM.
  • Manage and update the eAMLIS database, AML Statewide Inventory Database, and development of new inventory efforts.

Qualifications

  • PREFERENCES: Preference will be given to candidates with a science education and with knowledge and experience in exploration, development, mining, and reclamation activities, as well as those who have familiarity with Abandoned Mine Land Division statutes, regulations, and policies.
  • KNOWLEDGE:
    • Knowledge of Federal and State statutes, rules, and policies, particularly as they relate to the Abandoned Mine Land Division.
    • Knowledge of and experience in mining, exploration, and reclamation practices and procedures.
    • Knowledge and ability to mentor, train and aid professional staff and building teamwork within a group to ensure that deadlines are met while maintaining quality and meeting agency goals.
    • Working knowledge of Statewide contracting, National Environmental Policy Act (NEPA) requirements, SMCRA, OSM’s requirements.
    • Knowledge and ability to liaison between various agencies for reporting and the development of working agreements.
    • Strong interpersonal skills and ability to develop and maintain partnerships.
    • Strong written, verbal, and electronic communication skills with proficiency in explaining complex technical and/or regulatory issues and concerns to varied audiences.
    • Knowledge in the application of scientific principles to effectively analyze complex problems and situations that potentially threaten public health and safety, environmental degradation, and loss of land use due to mining or exploration-related activities.
    • Skill in organization and time-management, with attention to detail, and the ability to work simultaneously on multiple projects with various deadlines and objectives.
    • Ability to use current word processing and spreadsheet software, Geographic Information System (GIS) software, and Computer-aided Design (CAD) software.
    • Knowledge and ability for reading, interpreting, locating positions, and navigating topographic, mine, and other maps.
  • EDUCATION:
    • MINIMUM QUALIFICATIONS: Bachelor's Degree (typically in The Sciences)
    • Experience: 1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal
    • Education & Experience Substitution: 4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal
