Supervisory Natural Resources Management Specialist.
About the Role
This is a Supervisory Natural Resources Management Specialist position responsible for overseeing the Project Office and District mission, including the administration of the Natural Resources Management program and various coordination efforts with Federal, state, and local agencies.
Responsibilities
- Develop policies, procedures, goals, objectives, and metrics to achieve the Project Office and District mission.
- Administer the Natural Resources Management program, including conservation programs, visitor assistance, water quality control, resource management, lakeshore management, environmental compliance, and recreation.
- Prepare, submit, and defend annual budget requests in compliance with agency guidance.
- Employ agency financial mechanisms to execute project funding efficiently and meet obligation and expenditure goals.
- Direct gate changes to maintain or control water levels in reservoirs and coordinate synchronization of releases from multiple reservoirs.
- Direct, coordinate, and monitor repairs, improvements, and inspections of facilities for dam safety, emergency response, and flood control.
- Enforce safety rules and regulations, including issuing citations and fines, and promote safety programs such as safe boating councils and first aid courses.
- Coordinate with Federal, state, and local agencies for proper management of the project and associated resources.
- Participate in public meetings and information exchanges with groups, committees, concessionaires, courts, media, and others on matters affecting Corps of Engineers policies and activities.
- Supervise a staff of permanent and seasonal employees, with additional temporary employees during peak seasons.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) up to 10% of duty time may be required.
- Must possess or obtain (within 3 months of starting) a valid State motor vehicle operator's license and maintain it.
- Must be available for call-back during non-duty hours (including weekends) to support emergency situations.
- Must submit a Confidential Financial Disclosure Report (OGE-450) upon entering the position and annually thereafter.
- Must possess or obtain (within 12 months of starting) a Motorboat license.
Qualifications
Basic Requirement:
- Degree: Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
- OR Combination of Education and Experience: Courses equivalent to a major in the above fields, plus appropriate experience or additional education.
Specialized Experience (GS-13): One year of specialized experience which includes:
- Experience in a senior or lead position at a multiple-use lake office.
- Coordinating flood risk management, recreational, and natural resource management activities at a multiple-use lake project.
- Developing budgets, administering contracts, and providing leadership, guidance, and oversight to subordinates.
- Ensuring mission accomplishment and compliance with directives, regulations, policies, and emergency operations.
This experience must be equivalent to work performed at the GS-12 level in the federal service. No substitution of education for experience is permitted for this position.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Foreign Education: If using education completed in foreign colleges or universities, you must show that the education has been evaluated by a private organization specializing in foreign education and deemed equivalent to a U.S. accredited program.
