NATURAL RESOURCES PLANNER IV

About the Role

This position administers a project to prepare, review, and amend fishery management plans for specified fish species under Natural Resources Article, 4-215, Annotated Code of Maryland, as well as other recreationally, commercially, and ecologically valuable fish and shellfish species. The role integrates management measures with interstate agreements, recommendations, ecosystem processes, and climatological factors. Additionally, the position represents Fishing and Boating Services on the Maryland Commission on Climate Change’s Adaptation and Resiliency Working Group (ARWG) to assist the Department of Natural Resources (DNR) in coordinating state-level adaptation and resilience efforts.

Responsibilities

• Develops fishery management ideas and concepts for inclusion in fishery management problem statements, strategies, and actions.
• Represents the Department as the lead staff for fishery management planning.
• Consults with State and federal agency officials on matters of intergovernmental environmental and natural resources planning.
• Serves as the Fishing and Boating Services representative on the Maryland Commission on Climate Change’s Adaptation and Resiliency Working Group (ARWG).
• Participates in planning and implementing the ARWG annual work plan to support state-level adaptation and resilience efforts, including the Next Generation Adaptation Plan.
• Represents the Department on various committees and workgroups related to fishery management and climate adaptation issues.
• Schedules and prepares agendas for meetings on developing fishery management strategies for review teams, which may include representatives from Bay jurisdictions, federal and state agencies, academia, commercial and sportfishing associations, conservation groups, and interested citizens.

Requirements

Education: A Bachelor’s degree from an accredited college or university in environmental science or natural resources planning, management, or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Substitution Notes:

• Candidates may substitute a Bachelor’s degree in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, or environmental sciences with one year of experience in natural resource planning or applied environmental science for the required education.
• Candidates may substitute a Master’s degree in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological, or environmental sciences for up to three years of the required experience.
• Candidates may substitute a Doctorate degree in the same fields listed above for the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general natural resources management and biological sciences classifications or specialty codes on a year-for-year basis for the required experience and education.

Limitations on Selection: Must be a current employee of the Department of Natural Resources Fishing and Boating Services Unit.

Qualifications

• Experience with the Maryland Commission on Climate Change’s Adaptation and Resiliency Working Group (ARWG).
• Experience scheduling, preparing, and managing workgroup meetings.
• Experience as a representative for the Department on a committee or workgroup associated with fishery management and climate adaptation issues.
