Mineral Resources Inspector 2 (Oil & Gas, Orphan Well Program) - 20080943

About the Role

This position will service the following counties: Athens, Fairfield, Hocking, Pickaway, Perry, Ross, and Vinton. Any applicant accepting an offer for this position will be required to physically reside in one of these counties or any contiguous county within 180 days from the first day of employment.

Responsibilities

• Independently investigates Orphan Well complaints and completes referrals; interviews parties and witnesses; gathers records and documentation (e.g., photos, drilling data, cement records, electric logs, hydrogen sulfide [H2S]).
• Conducts on-site meetings with operators, engineers, contractors, and consultants to explain permit conditions; makes policy and work recommendations.
• Witnesses and monitors all phases of orphan and idle well projects, such as approving plugging methods and plugging oversight; drafts field orders and change orders for the orphan well program; tracks quantities.
• Investigates and evaluates contamination and pollution of soil or water resources; inspects and approves restoration of disturbed land areas.
• Acts as a liaison with other local, county, state, and federal officials.

Unusual Working Conditions

• Requires travel; conducts field inspections in inclement weather, on rough terrain, and in heavy vegetation while carrying testing equipment weighing up to 20 lbs.
• Exposed to loud noises, dirt, mud at mine/well sites; may be exposed to toxic substances, blasting, and potentially dangerous conditions at mine/well sites.
• Spends a high percentage of time alone in a vehicle in remote areas.
• On call 24 hours, 7 days per week; works around heavy equipment.

Requirements

• Completion of an undergraduate core program in natural science (e.g., geology, chemistry, hydrology, biology, agronomy) AND 12 months of experience in natural resources with specialization in the assigned area (e.g., oil & gas and solution mining).
• 1 course or 3 months of experience in public relations or communications.
• 1 course or 3 months of experience in the operation of a personal computer.
• Must be able to provide own transportation and possess a valid driver’s license.
• Alternatively, 12 months of experience as a Mineral Resources Inspector 1 (22931) in the assigned area, with the ability to provide own transportation and a valid driver’s license.
• Any new hire will be required to submit to urinalysis prior to appointment to test for illegal drug use. An applicant with a positive test result will not be offered employment per Section 123:1-76-09 of the Ohio Administrative Code.

Pay

Starting hourly pay of $28.76/hr with multiple pay increases over your first 5.5 years of service, reaching an end salary of $38.01/hr. There may also be cost-of-living adjustments (COLA) applied. Longevity pay supplements begin after five years of state service. Refer to the OCSEA pay range schedule and longevity rates.

Schedule

Full-time, classified position with work hours from 8 AM to 5 PM, subject to change.
