About the role

The Senior Military Planner at HDR will lead and plan medium to large size DoD planning and asset management projects globally. This role requires extensive experience in compliance document preparation, stakeholder coordination, and strategic planning.

Responsibilities

  • Directs and plans DoD planning and asset management projects
  • Prepares and analyzes compliance documents
  • Manages the work of others in completing required studies, documents, and reports
  • Facilitates meetings and stakeholder coordination
  • Conducts facility and infrastructure requirement analyses and capacity assessments
  • Develops project execution plans including storyboarding and product expectations
  • Facilitates Installation Visioning, Planning, and Programming Charrettes
  • Builds consensus and supports planning proposals
  • Develops complete Installation, Area, and Component plans
  • Develops a Capital Investment Strategy in line with DOD Service and customer specific criteria
  • Prepares complete DD Forms 1391
  • Performs economic analyses

Requirements

  • Bachelor's degree in Urban Planning or closely related field
  • A minimum of 10 years of experience in environmental consulting
  • Advanced degree may offset years of experience
  • Leadership skills and ability to manage in a team environment
  • Highly motivated self-starter
  • Excellent communication skills

Preferred Qualifications

  • Master's degree
  • AICP, RLA, PE, RA certification
  • LEED AP or higher
  • Experience with and/or knowledge of:
  • All aspects of community/installation planning and development
  • Preparing Unified Facilities Criteria (UFC) 2-100-01 compliant plans
  • Military installation and base operations
  • Military service organizational operations
  • Federal facilities acquisition strategies and policies
  • Business Case Analysis and Development
  • Able to read, understand, and extract appropriate information from environmental documents
  • Knowledge of military range and training complexes
  • Framework Plans
  • District/Area Planning
  • Regulating Plans
  • Form-based codes
  • Facility requirements and standard designs
  • Economic analysis
  • Basic utilities infrastructure systems
  • Basic transportation circulation systems

Pay

Compensation range: $103,740.00 - $148,200.00 (Colorado), $114,114.00 - $163,020.00 (California), $124,488.00 - $177,840.00 (District of Columbia)
