About the role

The Senior Military Planner at HDR will lead and plan medium to large size DoD planning and asset management projects globally. This role requires extensive experience in compliance document preparation, stakeholder coordination, strategic planning, and project programming.

Responsibilities

  • Directs and plans DoD planning and asset management projects
  • Prepares, plans, and analyzes compliance documents
  • Directs the work of others in completing required studies, documents, and reports
  • Facilitates meetings, stakeholder coordination, and strategic planning
  • Leads multidisciplinary teams to complete DoD planning studies and related documentation
  • Conducts facility and infrastructure requirements analyses and capacity assessments
  • Projects Planning: Develops successful project execution plans including storyboarding processes and product expectations
  • Facilitates Installation Visioning, Planning, and Programming Charrettes
  • Builds consensus and supports planning proposals
  • Develops complete Installation, Area, and Component plans
  • Develops a Capital Investment Strategy in line with DOD Service and customer specific criteria
  • Prepares complete DD Forms 1391
  • Prepares economic analyses

Requirements

  • Master's degree in Urban Planning or closely related field
  • AICP, RLA, PE, RA certification, LEED AP or higher (preferred)
  • Experience with and/or knowledge of community/installation planning and development, Unified Facilities Criteria (UFC) 2-100-01 compliant plans, military installation and base operations, military service organizational operations, federal facilities acquisition strategies and policies, business case analysis and development, reading and extracting information from environmental documents, military range and training complexes, framework plans, district/area planning, regulating plans, form-based codes, facility requirements and standard designs, economic analysis, basic utilities infrastructure systems, basic transportation circulation systems
  • Bachelor's degree in Urban Planning or closely related field
  • Minimum of 10 years experience in environmental consulting with a successful track record of marketing, land development project management, staff management and client satisfaction; advance degree may offset years of experience
  • Leadership skills and ability to manage in a team environment
  • Highly motivated self-starter
  • Business development skills and familiarity of local clients and markets
  • Excellent communication skills

The expected compensation range for this position depends upon skills, experience, education and geographical location.
