MILITARY PAY TECHNICIAN

This is an on-site position located in Indianapolis, IN; Cleveland, OH; or Rome, NY.

About the role

Duties described below reflect the full performance level of GS-06. Duties assigned at the entry grade of GS-05 will be developmental in nature.

Responsibilities

• Resolves pay and allowance problems such as correcting a pay account which may include retroactive claims involving extensive research and manual computations, taxes, and allotment reconciliation.
• Reviews pay accounts and service records to resolve problems affecting enlistment extension and reenlistment eligibility and bonuses.
• Verifies eligibility and computes pay and allowance cases using rules and regulations governing each pay entitlement.
• Manages, resolves, and processes a wide range of debt collection cases which requires extensive research, review, and application of prior year laws, regulations, U.S. Government Accountability Office (GAO) decisions, and other procedures and audits.
• Audits pay accounts to resolve issues involving several months and/or many years of pay history.

Requirements

• Suitable for Federal Employment.
• Registered for Selective Service (males born after 12-31-1959).
• Obtain and maintain Financial Management Certification.
• This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• Must be a U.S. Citizen.
• New employees will be required to successfully pass the E-Verify employment verification check.
• Onboarding is dependent upon favorable security/suitability determination and availability of work and vacancies. In some cases, individuals may not be employed for six months or more from the time they are approved by security.
• May be required to serve a 1-year probationary period.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service is required.

GS-05 entry grade level

Applicants must minimally have:

• One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-04 within the federal service.

Specialized experience is defined as: performing financial duties that support the processing of financial/accounting transactions using standardized procedures to include reviewing documents for accuracy or inputting financial/accounting information into an automated system or correcting invalid/incorrect transactions.

GS-06 entry grade level

Applicants must minimally have:

• One year of specialized experience equivalent to the GS-05 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations.

Specialized experience is defined as: processing a wide variety of complex, non-recurring payroll transactions, and resolving problems within automated pay accounts. Experience must demonstrate a thorough knowledge of a wide-range of payroll actions, regulations, policies, and procedures.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in-grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.
