About the role
The MHSS Services Manager (Residential Manager) oversees and directs the Residential Program, providing administrative supervision for the group homes, supported living programs, and intermediate care facilities for individuals with intellectual and developmental disabilities. Key responsibilities include:
- Supervises, mentors, trains, and evaluates staff.
- Ensures comprehensive care and supports are provided to individuals in the group homes.
- Oversees planning, implementation, and ongoing evaluation of service quality and effectiveness.
- Interprets and monitors local, state, and federal laws, rules, and regulations affecting the Residential Program.
- Participates in management staff meetings to assist in planning, developing, and implementing agency services, policies, procedures, and program objectives.
Responsibilities
Includes but is not limited to:
- Supervises, mentors, trains, and evaluates staff.
- Provides oversight and operational direction for a large in-home program, group homes, supported living programs, and intermediate care facilities for individuals with intellectual and developmental disabilities.
- Ensures comprehensive care and supports are provided to individuals in the group homes.
- Leads planning, implementation, and on-going evaluation of the quality and effectiveness of services.
- Interprets and monitors local, state, and federal laws, rules, and regulations that affect the operation of the Residential Program and determines impact of proposed legislative and regulatory changes.
- Participates in management staff meetings to assist in the planning, development, and implementation of agency services, policies, procedures, and program objectives.
- Guarantees regulatory compliance with the Virginia Department of Behavioral Health and Developmental Services, Virginia Department of Health, Department of Medical Assistance Services, Medicaid Waiver, Commission on Accreditation of Rehabilitation Facilities, Chesterfield County, and other regulatory agencies.
Requirements
- Bachelor's degree in psychology, social work, rehabilitation counseling, nursing, IT, or a related field (master's degree preferred).
- Five years of increasingly responsible experience in the provision of mental health services, including three years of supervisory experience.
- At least five years of increasingly responsible supervisory experience in residential services for individuals with developmental disabilities preferred.
- Considerable knowledge of theories, principles, and practices of community behavioral, prevention, and ID programming; of principles and techniques of prevention, treatment, and rehabilitation of persons with behavioral disorders; of relevant mental health laws; or IT technology used in these fields.
- Ability to plan, organize, and direct a comprehensive program of mental health services; to interpret and apply county, state, and federal regulations, policies, and guidelines related to the assigned program; to analyze and interpret program data; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers; to supervise staff.
- Working knowledge of Medicaid Waiver programs and regulations preferred; demonstrated ability to anticipate issues and quickly resolve them preferred.
- Current valid driver’s license and good driving record required.
Qualifications
- Pre-employment drug testing, FBI criminal background check, and education/degree verification required.
- This position is considered Safety Sensitive and is subject to random drug and alcohol testing.
