About the Role
The Maternal Child Health/Inclusion Specialist will be responsible for Health & Inclusion areas within the Child Development Centers, Home Base (HB) Satellites, and care homes as needed. This role requires working effectively with children and parents by providing age-appropriate health services, education, and tracking of health and inclusion data for families and children per the Head Start Program Performance Standards, philosophy, and mission.
Responsibilities
- Performs case management and record keeping regarding Health, Safety, Prenatal, Labor Support, and Breastfeeding Education for families in conjunction with the Health Services Manager.
- Adheres to all Fresno EOC personnel policies and procedures, promotes professional growth, and incorporates a code of ethics into practice.
- Advocates for children and families while maintaining excellent work habits (attendance, punctuality, time management, teamwork, etc.).
- Performs all work in accordance with established State licensing requirements, Head Start Performance Standards, and Center’s policies and procedures.
- Assists with Maternal/Child Health curriculum development and maintains children’s and pregnant women’s health records, including immunization records, time sheets, MIS, CHDP forms, PIR, and health histories.
- Transports children or families to medical and/or dental appointments as needed.
- Purchases Health and Disabilities supplies for the center-based program.
- Promotes positive relationships in all aspects of Center operations (staff meetings, case management meetings, Individual Family Services Plan (IFSP) updates, etc.).
- Develops and implements relevant training plans for staff and parents.
- Provides maternal/child health and inclusion/special education case management to families in the program.
- Facilitates health assessments and screenings (IDA, ASQ, dental, audio, visual, speech).
- Maintains electronic family files and enters data into ChildPlus (CP) computer system for Health and Inclusion.
- Assists families and staff with breastfeeding and newborn care.
- Participates in observation of home visits, class time, and socializations.
- Collects data for PIR, MIS, and other required reports as needed.
- Collaborates with community agencies and members.
- Ensures children are well supervised at all times within a safe environment according to regulations.
- Implements the Center’s emergency plan.
- Provides information to staff and parents on health, safety, and transportation policies upon request.
- Maintains ongoing accident prevention and playground safety programs in accordance with EOC’s policies and Cal OSHA guidelines (SB 198).
- Treats all children and their families courteously and professionally while respecting their norms, language, and socio-economic background.
- Actively develops reciprocal working relationships with parents, conducts home visits and/or conferences.
- Assists staff in identifying special needs of children and/or families and refers them to appropriate community resources.
- Involves parents in center activities, Local Parent Committee activities, and County Wide Policy Council decisions.
- Implements positive communication and problem-solving skills.
- Works cooperatively with other staff members, accepts supervision, and contributes to team effectiveness.
- Brings concerns to the attention of the assigned supervisor in a timely manner.
- Changes diapers and assists with toileting as needed.
- Follows procedures for mandatory reporting of suspected child abuse.
- Travels to Head Start 0 to 5 centers/sites as needed.
- Attends and participates in conferences, meetings, and trainings as required.
- Models professionalism for staff, parents, children, clients, and community members per Head Start 0 to 5 Pyramid Teaching Model expectations.
- Promotes a collaborative environment within the service areas, program, and organization.
- Actively encourages and embraces diversity.
- Adheres to the American With Disabilities Act (ADA-1992) and ensures children with disabilities are enrolled in the classroom as mandated by Federal Law.
- Maintains strict compliance with universal precautions during home visits, group socializations, and when administering first aid.
- Maintains confidentiality of records and information on Head Start 0 to 5 staff, children, and families.
- Travels for organization business using reliable transportation.
- Performs other duties as assigned.
Qualifications
- Bachelor’s Degree in Child Development (CD)/Early Childhood Education (ECE), Child Psychology, or related field with a minimum of thirty (30) units in special education required.
- Must complete (3) units in Infant/Toddler Development within twelve (12) months of employment.
- Three (3) years’ experience in health education, public health, program serving children with disabilities, or related health field required.
- Working knowledge of pre-natal infant/toddler health care, including preventive, early intervention, and health maintenance practices.
- Working knowledge of IDEA Part C regulations regarding children with disabilities.
- Possess and maintain valid CPR/First Aid certification or obtain certification within one year of hire.
- Must possess and maintain Food Handlers Certification or obtain within thirty (30) days of employment.
- Proficient in Microsoft Office Suite and related business software.
- Effective presentation, written, and verbal communication skills.
- Ability to multi-task and prioritize workload.
- Bilingual in English and Spanish/Hmong/Lao or other secondary language preferred (may be required based on client and program needs).
- Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by organization carrier for those driving company vehicles.
- Obtain a valid AB 1207 Mandated Reporter Certification prior to the first day of employment.
- Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).
- Physical examination, TB screening clearance, and signed federal criminal record declaration required within 7 days after employment.
- All employees must be fully vaccinated for COVID-19 and provide documentation of vaccination status as a condition of employment unless approved for an exemption.
- Immunized against influenza (flu), pertussis (whooping cough), and measles. The influenza vaccination must be obtained annually during flu season (August 1 through December 1). Exemptions apply for medical reasons or evidence of current immunity.
- Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement, Child Abuse Central Index (CACI), and background investigation as needed prior to employment.
- Former Head Start 0 to 5 parents preferred.
Physical Demands
- Regularly required to sit, stand, walk, stoop, kneel, crouch, or crawl and reach with hands and arms.
- Use hands and fingers to handle or feel; talk and hear.
- Regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds.
- Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Work Environment
- Occasionally exposed to walking on uneven ground and outside weather conditions.
- May be exposed to bloodborne pathogens.
- The noise level in the work environment is usually moderate.
