The Material Operations Analyst position resides within the Estimating & Pricing Organization, supporting the development and maintenance of processes, tools, and proposal audits for material estimating.
Responsibilities
- Perform a detailed and complex review of cost proposals with checklists and analyze BOEs, BOMs, and other supporting proposal artifacts to ensure reasonableness and adequacy of proposal efforts.
- Generate and provide training to less‑experienced Material Estimators on requirements for compliant proposals.
- Support the development of a common material process across Raytheon’s business units.
- Collaborate with upper management on process improvements for estimating tools and processes.
- Test estimating tool enhancements to ensure correct operation prior to public release.
- Establish and maintain strong customer, user/stakeholder, and partner relationships.
- Lead special assignments such as data reporting, opportunity exploration, new‑approach development, and problem solving.
- Ensure compliance with FAR and internal estimating requirements (primarily FAR 15.408, Table 15‑2) as well as RP‑FIN‑CAO‑004 and RP‑FIN‑CAO‑029.
Qualifications
- Bachelor’s degree with a minimum of 8 years relevant experience, or an advanced degree with a minimum of 5 years experience.
- Experience with Microsoft Office products (Word, PowerPoint, Excel).
- U.S. citizenship is required to access program/contract information.
Preferred Qualifications
- Working knowledge of TIES‑Material, MCS, or ProPricer.
- Knowledge and experience with proposal development, price buildup, and estimating/pricing processes.
- Experience with federal proposal regulations (FAR, DFAR, TINA) as they pertain to bid/cost proposals.
- Demonstrated ability to meet deadlines in a schedule‑driven environment.
- Strong teamwork and collaboration skills.
- Prior experience developing cost proposals and providing negotiation support.
- Thorough understanding of estimating systems, corporate accounting structures, and ability to support system audits.
- Direct experience with material BOEs, BOMs, and related proposal artifacts.
- Working knowledge of SAP (PRISM).
- Detail‑oriented with strong analytical abilities.
- Demonstrated leadership experience.
- Excellent oral and written communication skills.
Pay
Salary range: $107,500 – $204,500 USD (estimate based on experience, role, location, and other factors).

Schedule
This is a hybrid position; employees work both onsite and offsite, with the onsite ratio determined in partnership with the leader. In‑person interview steps may be required regardless of the hybrid designation.
