About the role

The Managing Consultant – Quality Improvement (Maryland) at Berkeley Research Group (BRG) specializes in supporting Maryland acute care hospitals and health systems in improving performance in HSCRC and CMS Quality programs. This role requires a seasoned quality professional with hands-on experience in Maryland’s unique hospital payment and quality environment.

Responsibilities

  • Serve as a subject-matter expert on Maryland hospital quality programs, including QBR, MHAC and RRIP and their interaction with CMS national quality programs.
  • Demonstrate deep understanding of measure specifications, risk adjustment, benchmarking, and scoring methodologies, and explain their implications clearly to executive and clinical audiences.
  • Educate hospital leadership, clinicians, and operational teams on quality policy changes, measure updates, and evolving CMS and HSCRC requirements, translating regulatory language into actionable operational guidance.
  • Advise clients on the financial impact of quality performance, including revenue at risk, rewards and penalties under Maryland and federal programs.
  • Leveraging BRG’s web-based Quality analytics, identify trends, patterns and opportunities for improvement in specific measures and domains.
  • Design and facilitate high-level targeted improvement strategies for priority domains such as Mortality, Complications, Readmissions, Sepsis, Patient Experience.
  • Lead quality improvement workgroups, including facilitation of rapid improvement events, developing adverse event review criteria, develop improvement workplans.
  • Partner with physicians, nursing leaders, and quality teams to drive adoption of evidence-based practices and sustained behavior change.

Qualifications

  • 5+ years of experience in acute care hospital settings with a strong focus on clinical quality, performance improvement, and quality program management, including Maryland hospital quality programs.
  • Direct experience working within Maryland’s hospital quality and payment environment, including familiarity with the HSCRC Total Cost of Care (TCOC) Model and hospital global budget framework and the HSCRC Quality programs, including Quality‑Based Reimbursement (QBR), Maryland Hospital‑Acquired Conditions (MHAC) and the Readmissions Reduction Incentive Program (RRIP).
  • Ability to translate differences and overlaps between Maryland and CMS methodologies into clear guidance for hospital leadership, clinicians, and quality teams.
  • Experience with effective educating and presenting to front-line staff, clinical and operational leaders and executive leaders.
  • Experience partnering with physicians and interdisciplinary teams to drive sustainable improvement.
  • Experience designing and implementing targeted improvement strategies that have demonstrated improvements in measures influencing Maryland quality programs.
  • Bachelor’s degree required in Nursing, Public Health, Healthcare Administration, Health Information Management, or related field.
  • Professional certifications such as CPHQ, CIC, Lean/Six Sigma, or equivalent preferred.

Pay

$120,000 – $165,000

Schedule

Will need to travel within Maryland (25 – 50%) and in-office 2-3 days/week, depending on project requirements and client expectations.
