Manager, Water Utility Development Review
About the role
This position provides leadership and oversight for development services, construction inspection coordination, project management services and capital project review functions supporting water, wastewater and stormwater utilities. This role leads a multidisciplinary team responsible for development review, construction administration, and customer service, ensuring alignment with utility planning, infrastructure delivery, regulatory requirements and OneWater objectives.
Responsibilities

Leads, develops and supports a team responsible for water utilities infrastructure review, development services, construction coordination and customer service.

Establishes performance expectations, provides coaching and professional development and fosters a high-performing, collaborative, and customer-focused team.

Oversees and leads continuous improvement of development review processes, service delivery practices and operational workflows to enhance predictability, efficiency, and customer experience.

Promotes integrated OneWater collaboration across planning, development review, construction, operations, maintenance and capital project functions.

Builds and maintains partnerships with developers, consultants, regulatory agencies, utility providers, regional organizations and community stakeholders to achieve successful project outcomes.

Leads the resolution of complex technical, regulatory, financial and policy issues involving development and utility infrastructure projects.

Advises utility leadership on growth-related policies, development impacts, infrastructure investments and strategic initiatives affecting utility systems and service delivery.

Ensures growth-related infrastructure investments align with utility master plans, capital improvement programs, financial policies and ratepayer interests.

Collaborates with internal departments and external partners to ensure consistent implementation of City policies and development requirements.

Develops and manages division budgets, monitors expenditures and ensures responsible stewardship of financial and operational resources.
Requirements

Associates / Bachelor's degree or other specialized skill training / certification may be required in some positions.

Bachelor's degree in Engineering or related field.

Experience Requirements: 8 years of experience in performing engineering studies, design and construction administration of municipal stormwater/water/wastewater improvements or similar experience in the planning and maintenance of stormwater, water and sanitary sewer systems; or equivalent combination of education and experience.

Certifications/Licenses/Specialized Training: Valid driver’s license, Licensed Professional Engineer in the State of Colorado.

Pay
Annual salary range: $92,222.00 - 153,705.00 (Salaries are paid biweekly)
Annual anticipated hiring range: $115,000.00 - 135,000.00 (Salaries are paid biweekly)
