Manager, Service Development & Workforce Planning - BRTA
About the role
The Job Details Description Manager, Service Development & Workforce Planning at BRTA oversees the optimization of the transit system, manages workforce scheduling, and ensures efficient resource utilization. This role requires a minimum of three (3) years of transit industry experience, along with specific technical and soft skills.
Responsibilities
- Optimizes the transit system, analyzes route performance data, and makes necessary route and schedule adjustments.
- Works with BRTA Marketing and Ambassador Staff to prepare service change outreach information and onboard materials.
- Prepares Title VI analysis and information related to service changes.
- Serves as the Project Manager for BRTA Community Shuttle/Microtransit implementations.
- Collaborates with BRTA Marketing for route schedule, map, and website updates.
- Prepares long-term service detours and works with Dispatch and Operations Teams.
- Ensures daily schedules are achievable, efficient, and utilize technological tools.
- Reviews payroll to revenue hours and adjusts as needed based on data trends.
- Manages Bus Operator time off requests and prepares daily markup for the following service day and up to 3 days ahead.
- Communicates with Managers of Operations and Supervision Team regarding challenges and improvements.
- Attends scheduling committee meetings and meets with the Training Department daily.
- Tracks Bus Operator Absenteeism and prepares corrective action.
- Prepares service run cuts/bids in collaboration with department heads and the union.
- Ensures Dispatch Control System is functioning and is being consistently updated.
Requirements
- Must be over 21 years of age.
- High School Diploma or equivalent.
- Ability to work without direct supervision.
- Ability to read, write, and speak English.
- Ability to work flexible schedules that may include nights, weekends, and holidays.
- Knowledge of the Berkshires, Lennox, or Pittsfield Mass area is a plus.
- Knowledge of transit scheduling software platforms (i.e. Trapeze FX, Blockbuster, Optibus, Hastus).
- Computer literate.
- Well versed on Microsoft Office 365 applications (i.e. Outlook, Excel, Word, PowerPoint).
- Three (3) years of transit industry experience.

Physical Demands And Work Environment
Long periods (potentially exceeding 8 hours per day) of walking, standing, sitting, bending, pushing, pulling, climbing, lifting, balancing, stooping, twisting, squatting, handling materials, repetitive hand-wrist motions, and traversing uneven surfaces; Exposure to both extreme heat and cold; Exposure to loud noises, fumes, and airborne particles.
