About the role

Northrop Grumman Mission Systems (NGMS) Sector and the Navigation, Intelligence & Connectivity (NIC) Division is seeking a Program Manager 2 to support the Advanced Communications Apertures (ACA) Operating Unit within the Connectivity and Network Solutions (CNS) Business Unit. The ACA Operating Unit develops next-generation technology across the full program lifecycle—from capture through development and sustainment—in a fast-paced environment. The selected candidate will lead a high-visibility Engineering & Manufacturing Development (EMD) program and support technical demonstrations driving operating-unit growth. This full-time, onsite position reports to the Director of Programs and is located in Baltimore, MD.

Responsibilities

• Forge and sustain strategic partnerships with cross-functional teams, driving program cost, schedule, and technical performance targets within a matrixed organization.
• Define, track, and enforce program milestones; maintain master schedules; manage risks and opportunities; and swiftly resolve complex issues that threaten delivery.
• Strategically allocate and optimize program resources, overseeing workforce planning, talent acquisition, and skill-gap mitigation to ensure peak productivity.
• Lead comprehensive stakeholder engagement both internally and with customers, guaranteeing alignment, transparency, and sustained support throughout the program lifecycle.
• Deliver compelling executive-level briefings to senior leaders, customers, and key stakeholders, translating technical data into decisive, action-oriented insights.
• Cultivate deep customer relationships, leveraging intimacy to uncover and secure additional business opportunities within the customer ecosystem.
• Negotiate and shape contracts, amendments, specifications, budgets, and schedule milestones, safeguarding favorable terms and protecting program interests.
• Drive predictable, high-performance outcomes through rigorous measurement, analysis, and management of critical performance metrics and KPI dashboards.

Requirements

• Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years of relevant experience, supporting U.S. Government contracts and customers.
• Demonstrated experience managing program performance using key performance indicators (KPIs), program metrics, cost, schedule, and technical performance measures.
• Demonstrated experience managing program financial performance, including budgets, forecasts, revenue, cost, and/or profit and loss (P&L).
• Experience leading cross-functional and matrixed teams in the execution of programs, projects, or business operations, with responsibility for team performance and execution.
• Experience serving as the primary customer interface for government, commercial, or internal stakeholders.
• Experience leading or supporting U.S. government programs, contracts, or acquisitions.
• Experience preparing and delivering briefings, program reviews, and status presentations to senior leaders, executives, customers, or government stakeholders.
• U.S. citizenship required.
• A current/active U.S. government Secret clearance to be considered; ability to obtain and maintain any required special-access clearances.

Preferred Qualifications

• Master’s degree in Engineering, Business Administration, or a related technical field.
• Minimum 3 years of experience managing programs through one or more lifecycle phases, including Science & Technology (S&T), Engineering and Manufacturing Development (EMD), Production, and/or Sustainment.
• Demonstrated experience leading or supporting competitive proposal efforts for U.S. Government or DoD customers, including proposal development, capture activities, and/or bid submissions.
• Experience serving as a Program Manager, Deputy Program Manager, Operations Program Manager, IPT Lead, or Technical Lead for RF, sensor, radar, electronic warfare (EW), or related subsystem development programs.

Pay

Primary level salary range: $138,000.00 – $230,800.00. The final offer considers scope and responsibilities of the position, candidate experience, education, skills, and current market conditions. Eligible employees may receive overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses reward individual contributions and company results. Vice President or Director positions may be eligible for Long Term Incentives.
