About the role
The Manager, Programs Level 2 position supports the Cyber and Intelligence Solutions Business Unit at Northrop Grumman's McClellan Park facility in Sacramento, CA. This role involves leading all phases of the program life cycle, managing cost, schedule, and technical performance, and cultivating customer relationships.
Responsibilities
- Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
- Develop new business opportunities through long-term strategic planning, capture planning, and proposal development.
- Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, and technical performance objectives.
- Measure and report program performance.
- Deliver presentations to customers, executive management, and other program stakeholders.
- Participate in the negotiation of contracts, contract changes, specifications, operating budgets, milestones, schedule, and key terms and conditions.
- Create design concepts, criteria, and engineering efforts for product research, development, integration, and testing.
- Identify, distribute, track, and complete program requirements.
- Establish and manage program and subordinate baselines.
- Utilize Earned Value Management (EVM) or similar cost & schedule control methodologies and tools to track program performance metrics, schedules, or financial data.
- Allocate and manage program resources, including workforce planning.
- Manage Government/customer supplied property or information (GFE, CFE, etc.).
- Manage suppliers to meet program objectives.
- Adequately adhere to all internal processes, policies, and applicable industry standards.
- Ensure program team understands and adheres to contract scope and manages change through control board activities.
- Develop and adhere to master plans and schedules.
- Conduct thorough risk & opportunity management practices including identification, mitigation, and realization.
Requirements
- Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years of relevant experience supporting U.S. Government contracts and customers.
- Demonstrated experience leading Cost-Plus and/or Fixed Price contracts with annual values exceeding $15M, including responsibility for achieving cost, schedule, and technical performance objectives.
- Demonstrated experience supporting programs within the Defense and/or Intelligence Community (IC) market.
- Demonstrated experience with Earned Value Management (EVM) or similar cost & schedule control methodologies and tools, including tracking program performance metrics, schedules, or financial data.
- Demonstrated analytical skills with experience interpreting program data, defining workflows, and developing metrics to support program control and process improvement initiatives.
- U.S. Citizenship required.
- A current/active U.S. Government Top Secret clearance required to be considered and the ability to be obtained and maintained an SCI after starting.

Pay
$161,100.00 - $241,700.00
Schedule
Full-time onsite at the Northrop Grumman McClellan Park facility in Sacramento, CA. Up to 25% travel may be required.
