About the role
The Program Manager 2 will manage all phases of the program life cycle from proposal development through contract closeout. Key responsibilities include leading cross-functional Integrated Program Teams, managing costs and schedules, and ensuring compliance with contractual requirements.
Responsibilities
- Cultivate customer relationships and intimacy to foster further business opportunities.
- Develop and lead proposals and business plans to secure new business opportunities.
- Lead IPTs to meet program cost, schedule, and technical performance objectives.
- Measure and report program performance.
- Present to customers, executives, and other stakeholders.
- Negotiate contracts, contract changes, specifications, operating budgets, and schedule milestones.
- Create design concepts, criteria, and engineering efforts for product research, development, integration, and testing.
- Manage supplier relationships to meet program objectives.
- Ensure adherence to contract scope and manage change through control board activities.
- Develop and adhere to master plans and schedules.
- Conduct thorough risk and opportunity management.
Requirements
- Bachelor’s degree and 8 years of experience OR a Master’s degree and 6 years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
- Current/active DoD Secret clearance.
- Experience with Earned Value Management (EVM) methodologies and tools.
- Demonstrated ability to plan, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements.
- Experience leading RF product development and production.
- Experience managing various contract types to include CPFF, FPIF, FFP.
Qualifications
- Bachelor’s or advanced degree in engineering or similar field.
- 3 years of experience leading technical performance on schedule, at cost, and achieving all requirements.
- Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
Skills
- Excellent communication and interpersonal skills.
- Strong leadership and team management abilities.
- Ability to manage multiple projects simultaneously.
- Proficiency in Microsoft Office Suite.
- Knowledge of RF product development and production.
- Experience with Earned Value Management (EVM) methodologies and tools.

Pay
$153,800.00 - $230,800.00 annually
