About the role

The Manager, Programs Level 2 position supports the Fighter Networked Systems (FNS) Operating Unit onsite in San Diego, CA. This role focuses on the delivery of all contractual requirements on cost and schedule, while ensuring all technical requirements are met.

Responsibilities

  • Cultivate customer relationships and intimacy to develop further opportunities within the customer community.
  • Lead and direct cross-functional teams to meet program cost, schedule, and technical performance objectives.
  • Measure and report program performance.
  • Deliver presentations to customers, executive management, and other program stakeholders.
  • Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Create, review, and finalize the program Statement of Work.
  • Identify, distribute, track, and complete program requirements.
  • Establish and manage the program and subordinate baselines.
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
  • Identify, allocate, and manage program resources, including workforce planning.
  • Manage Government/customer supplied property or information (GFE, CFE, etc.).
  • Manage suppliers to meet program objectives.
  • Adequately adhere to all internal processes, policies, and applicable industry standards.
  • Conduct thorough risk & opportunity management practices including identification, mitigation, and realization.

Requirements

  • Bachelor’s degree with 8 years’ experience, OR Master’s degree with 6 years’ experience supporting U.S. Government contracts in a project/technical lead capacity.
  • Demonstrated experience in technical project or program management within DoD or federal contracting environments.
  • Demonstrated hand-on experience using Earned Value Management Systems (EVMS) and schedule development tools (e.g. Ms. Project) to develop cost and schedule baselines, monitor cost schedule variance, report performance metrics (CPI/SPI).
  • Demonstrated experience leading/managing cross functional engineering teams in design, development, or production programs.
  • Demonstrated experience interfacing directly with external government customers in program reviews.
  • Demonstrated experience assessing and communicating technical, cost, and schedule risk impacts and proposing mitigation strategies.

Qualifications

  • US citizenship is required.
  • An active DoD Secret security level clearance required and ability to obtain SAP clearance.

Skills

  • RF based systems.
  • Special Test Equipment (STE) Design and Validation.
  • High volume production lines.
  • Financial management principles (e.g. margin analysis, forecast at completion, ETC/EAC development).
