About the role

The Program Manager 2 will lead and direct cross-functional teams supporting Airborne Electronic Attack software products throughout all program phases from inception through deployment. They will manage cost, schedule, and technical performance, participate in negotiation of contract and contract changes, interface with customers, and cultivate customer relationships.

Responsibilities

  • Manage cost, schedule, and technical performance
  • Interface with customers for program activities
  • Cultivate customer relationships and intimacy to refine and shape future opportunities
  • Create, review, and finalize the program Statement of Work
  • Identify, distribute, track, and ensure completion of program requirements
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identify, allocate, and manage program resources, including workforce, tools, and facilities
  • Ensure program team understands and adheres to contract scope, and manage change through control board activities
  • Develop and ensure adherence to master plans and schedules
  • Manage Government/customer supplied property or information (GFE, CFE, etc.)
  • Supervise team adherence to all internal processes, policies, and applicable industry standards
  • Support program reviews with internal and external customers
  • Develop and deliver presentations to customers, executive management, and other program stakeholders
  • Identify, mitigate, and capture risk and opportunity
  • Develop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Support the senior program manager in pre-proposal planning, including RFP shaping, response strategy, and development of capture-related products
  • Lead and manage responses to streamlined offers from our prime contractors including evaluations of supportability using accurate basis of estimates for pricing and resources

Requirements

  • Bachelor's Degree with 8 years, or Master's with 6 years' experience supporting U.S. Government contracts and customers, or equivalent program management experience in a closely related industry
  • Demonstrated experience leading cross-functional teams across multiple programs or contracts with varying scope and complexity
  • Demonstrated experience training, leading and directing engineering teams through established systems engineering or product development processes
  • Experience managing cost-plus contracts
  • US Citizenship required
  • Active U.S. Government Secret clearance required to be considered and the ability to obtain and maintain a U.S. Government Top Secret clearance and Special Access Program clearance

Qualifications

  • Bachelor's Degree with 8 years, or Master's with 6 years' experience supporting U.S. Government contracts and customers, or equivalent program management experience in a closely related industry

Skills

  • Experience managing programs across software development lifecycle (SDLC) and software release cycles
  • Experience with U.S. Navy Airborne Electronic Attack portfolio, products, and customers
  • Demonstrated organizational leadership in successfully executing programs supporting U.S. Federal and/or DoD customers
  • Demonstrated success leading complex programs supporting multiple customers or stakeholders
  • DOD capture experience specifically with IDIQ contracts
  • Experience with Cost Account Management (CAM), Earned Value Management (EVM) and staffing/resource demand forecasting
  • Project Management Professional (PMP) or equivalent certification

$161,100.00 - $241,700.00
