Manager, Fuel Supply and Operations

About the role

Oversee generation fuel resources, including natural gas supply, transportation, and storage, ensuring the safe, reliable, and cost-effective delivery of power to members. Additionally, this position will oversee the reconciliation of fuel and economy power transactions and fuel-related commercial agreements.

Responsibilities

  • Manage fuel requirements for generation facilities by coordinating with power dispatchers, fuel suppliers, pipelines, and storage operators.
  • Manage operational programs and reporting processes for use with renewable energy resources, including hydro and wind resources.
  • Oversee fuel nomination, scheduling, and balancing fuel supply over pipelines and storage systems.
  • Manage operational terms of commercial agreements for natural gas supply, transportation, storage, and transactions.
  • Manage commercial and operational obligations associated with economic dispatch, fuel supply activities, and economy power transactions.
  • Develop and maintain production cost models, fuel forecasting, and the annual fuel budget.
  • Develop and implement processes and procedures to reconcile natural gas, other fuel resources, and economy power transactions, including Power Pool.
  • Assist in the development, technical analysis, and commercial terms of new gas supply and related contracts.
  • Monitor real-time Supervisory Control and Data Acquisition (SCADA) information and review correlating data affecting consumer demand such as changing weather conditions, system operations, and submit intraday scheduling changes.
  • Collect and analyze monthly fuel system performance data.
  • Assist with planning studies to evaluate gas supply requirements and the ability of the Cook Inlet gas system to meet those requirements.
  • Develop and implement procedures for dispatchers regarding the scheduling and accounting of power and energy transactions.
  • Establish initiatives and manage objectives aligned with Chugach’s overall strategic goals.
  • Prepare and present capital and operating budgets relating to the division and contracts.
  • Support continuous improvement and operational efficiency by identifying areas of opportunity and sharing recommendations with management.
  • Prepare and administer employee performance reviews. Plan for staffing, training, and development of department personnel.
  • Participate in emergency response and take a leading role in storm restoration, natural disasters, and other emergency events.
  • Other duties as assigned.

  • Internal:
    • Vice President, Generation and Transmission (G&T): Report to, receive direction, guidance, and decisions from.
    • Managers and Leadership: Confer with, give and receive information.

    • State and Federal Agencies: Exchange information and develop relationships relative to assigned duties.

    • Members: Coordinate with, provide, and exchange information.

Qualifications

  • Bachelor’s degree in Mathematics, Computer Science, Business, Engineering, Logistics, or a related discipline, required.
  • Five (5) years of progressively responsible experience, including supervisory, in the natural gas industry, electric/gas utility sector, or gas transportation operations within an interconnected system with generation facilities, required.
  • Experience in a utility or union environment, preferred.
  • Additional professional experience in a similarly complex gas/power production and pipeline transportation nominations role or related field may be substituted for the required education on a year-for-year basis.

  • Demonstrated ability to manage fuel transportation, storage, and dispatch operations.
  • Ability to interpret, evaluate, and clarify technical data to make informed decisions that support the economic operations of generation facilities.
  • Proven ability to make independent decisions based on available information during emergencies.
  • Demonstrated knowledge of contract administration, accounting procedures, and energy management processes.
  • Proven ability to provide effective leadership by fostering a collaborative, high-performing team environment through guidance, training, and mentorship.
  • Detail-oriented with a high level of accuracy in analyzing complex gas dispatch information.
  • Proven ability to be self-motivated and work independently with minimal supervision.
  • Ability to prioritize assignments and delegate duties.
  • Proven ability to uphold ethical and professional conduct.
  • Demonstrated ability to organize workflow, manage multiple priorities, and effectively utilize resources.
  • Ability to manage cross-functional teams and develop effective working relationships.
  • Advanced knowledge of Microsoft Office applications, specifically Excel.
  • Effective written and oral communication skills.

Supervisory Responsibilities

This position has supervisory responsibility for the Fuel Operations division.

Work Environment

  • Work is performed in a standard office environment.
  • Occasional air travel is required.
  • Attendance at Board of Directors’ meetings and conferences outside of the state may be required.
  • This position has on-call responsibilities and may require work outside of regular business hours, including evenings, weekends, and holidays.
