About the Role
The Manager of the Court Operations Division oversees the Civil and Assignment Divisions, ensuring efficient workflow, policy compliance, and staff management within the Maryland Judiciary.
Responsibilities
- Manage, direct, and coordinate staff, including performance feedback, attendance tracking, and disciplinary actions, up to and including terminations.
- Organize and manage policy deployment and workflow to ensure consistent, timely, and accurate work performance in accordance with guidelines and procedures.
- Review legislative law changes and incorporate them into office procedures; provide guidance to staff on interpreting laws, rules, and regulations.
- Establish and maintain effective working relationships with employees, other agencies, the public, and members of the bench; resolve conflicts involving co-workers, customers, and external parties.
- Interview, participate in the selection and hiring of new employees, and train staff on all aspects of their duties.
- Perform duties assigned by the Clerk of the Court, Chief Deputy Clerk, and Assistant Chief Deputy Clerk(s).
- Serve as a member of the Office’s Senior Management Team, collaborating on court-related matters; assume duties of the Clerk of the Court, Chief Deputy Clerk, or Assistant Chief Deputy Clerk(s) in their absence.
- Communicate office procedures, policy changes, and management decisions to ensure consistent application across the division.
- Resolve conflicts with employees, supervisors, and internal or external customers.
- Attend and address action items from internal and Judiciary-wide committee meetings as assigned.
- Direct judicial procedures through Division Supervisor(s); manage supervisors and staff to ensure timely and accurate completion of work.
- Perform daily management duties, including oversight of computerized cash registers, fiscal responsibilities (e.g., reviewing and auditing checks, daily bank deposits, and cash register receipts).
- Interview, recommend selections for new hires, terminations, audit attendance, and conduct probationary and annual performance evaluations.
- Interpret rules, regulations, and policies; research and analyze changes in Maryland Rules of Procedure, Annotated Codes of Maryland, Court Policies, and Appellate Court decisions; recommend and implement improvements to administrative and divisional operations.
- Establish and maintain effective working relationships with employees, the Administrative Office of the Courts (AOC), the Judiciary, government officials, other agencies, and the public; represent the Division(s) and Clerk’s Office on statewide committees.
- Prepare and supervise the preparation of required and special reports; review and analyze data for trends or problems and present recommendations as needed; maintain administrative and operational records.
- Support the budget process by providing requested information and estimated costs; assist with internal and legislative audits by supplying necessary information.
Requirements
- Associate degree from an accredited college or university.
- Six (6) years of work experience in court operations in a trial or appellate court in the United States, or in criminal justice, parole and probation, or legal or financial services, including four (4) years of court-specific experience.
- Three (3) years of supervisory experience in court operations (or a combination of two (2) years supervisory experience plus one (1) year of lead experience in court operations).
- A Bachelor’s degree may substitute for two (2) years of the required work experience.
- Additional court work experience may substitute on a year-for-year basis for up to two (2) years of the required education.
- Successful completion of the Court Supervisor/Manager Certificate Program may substitute for one (1) year of the required education.
