About the role
The Citrus County Department of Management and Budget seeks a dynamic and experienced leader to serve as the next Management and Budget Director. Reporting to the County Administrator, this role oversees the Department of Management and Budget, providing comprehensive financial and budgetary guidance across all areas of county government.
Responsibilities
- Supervises, plans, and coordinates work of assigned staff.
- Reviews and evaluates employee performance and completes performance evaluations.
- Counsels staff and initiates commendations or disciplinary action when appropriate.
- Provides assistance and advice to departments regarding budget formulation, program operations, and control of appropriations.
- Evaluates department supplemental budget requests for need, appropriateness, and fiscal impact, and prepares recommendations for administrative review.
- Maintains historical revenue and expenditure cost data.
- Develops and maintains mechanisms to monitor and control expenditures and other operating expenses.
- Develops and interprets fiscal and accounting policies.
- Assesses the impact of the Capital Improvement Plan on the operating budget.
- Prepares official documents for tax and budget certification.
- Conducts research on issues that may impact the financial standing of the County.
- Assists with the County Administrator's budget presentation to the Board of County Commissioners (BOCC).
- Assists in the preparation of mandated advertisements and documentation required for public hearings and the adoption of the final budget by the BOCC.
- Reviews department budget transfers.
- Directs the activities and policies/procedures of the Purchasing section.
- Attends Board of County Commission meetings, community meetings, and public hearings, and other meetings as assigned by the County Administrator.
- Coordinates internal audit function with the Clerk's Office.
- Makes oral presentations when required.
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
Requirements
- Education: Bachelor's Degree in Accounting, Business Administration, or equivalent.
- Experience: Five (5) years of progressively responsible experience in government budgeting.
Skills and Abilities
- Strong working knowledge of computers and proficiency in Microsoft Office Suite of Products.
- Effective communication skills, both orally and in writing, including public speaking and preparing written reports, memoranda, and graphic presentations.
- Ability to work after normal business hours (may include on-call at nights, weekends, and holidays).
- Ability to maintain courteous and effective relations with County staff, elected officials, community interest groups, and the public.

Schedule
The Management and Budget Director works standard Monday through Friday hours, with occasional evening and weekend work as needed.
