Management Analyst.
Duties
As a Management Analyst, you will orchestrate agency-wide strategic plans - helping to chart our collective path forward. You will play a key role in developing and updating high-level strategies across critical BPA departments, including Information Technology, Human Resources, Safety, Security, and Supply Chain. Your work will directly support subject matter experts in modernizing operational policies to keep BPA agile.
- Drive Process Modernization and Efficiency - Champion continuous improvement. Analyze existing workflows, staffing structures, and management practices to identify and resolve organizational bottlenecks. Research industry best practices and introduce modern technological solutions to design leaner, smarter processes that maximize BPA's resources.
- Lead Projects from Conception to Delivery - Own your projects end-to-end. Define project scope, build realistic schedules, manage resources, and mitigate risks. Present progress briefings directly to senior leadership and executives, ensuring your projects deliver exceptional results on time.
- Direct Crucial Vendor Partnerships - Maximize the value of our external contracts. Secure your certification to serve as a Contracting Officer's Representative (COR). Oversee contractor performance, ensure deliverables meet high-quality standards, keep projects on budget, and protect BPA from financial waste.
- Establish Modern Performance Metrics and Evaluation Tools - Define what success looks like. Collaborate with management to design clear business metrics and performance targets. Identify operational trends to construct innovative ways to measure program effectiveness, setting a new precedent for how BPA evaluates its achievements.
- Negotiate and Collaborate Across BPA and DOE - Represent our team on the broader stage. Participate in agency-wide and Department of Energy (DOE) committees to tackle complex operational challenges. Guide discussions, build consensus, and clearly communicate BPA's strategic position to diverse stakeholders.
Requirements

- Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as experience 1) conducting, planning, and organizing projects and analytical studies of considerable scope to evaluate and recommend methods for improving program efficiency, organizational structures, and business metrics; and 2) managing a full range of project activities similar to those of a Contracting Officer Representative (COR), such as establishing project schedules and deliverables, coordinating resources, monitoring contractor performance, and providing advice to program managers.
