About the role

The City of Richmond Department of Public Utilities – Richmond Gas Works is seeking a qualified candidate for the Management Analyst Associate position. The selected candidate will provide administrative and finance support for daily operations, including data gathering, compilation, basic analysis, developing recommendations, and processing contractor and vendor invoices.

Responsibilities

  • Review, certify, and submit invoices to ensure compliance with the City of Richmond’s “Prompt Pay” ordinance.
  • Review and submit purchase requests in accordance with the Virginia Public Procurement Act.
  • Utilize generally accepted accounting principles (GAAP) to execute procurement and accounts‑payable transactions, ensuring accurate recording on financial statements and adherence to budgets.
  • Maintain departmental information‑management systems: sorting, verifying, filing, scanning, indexing, storing, archiving, and retrieving documentation per records‑management retention policies.
  • Review and reconcile monthly vendor statements; verify, research, and resolve past‑due invoices.
  • Generate requisitions for purchase orders and issue them to vendors; communicate with vendors as needed.
  • Develop and maintain knowledge of assigned vendors and contracts to address challenges between vendors and City systems.
  • Assist with special projects and programs, communicate analysis results to senior management, and develop manuals and operating procedures.
  • Coordinate administrative and procedural aspects of programs or projects, serve as liaison to external functions, boards, and committees.
  • Process transactions such as payroll, accounts payable/receivable, requisitions, purchase orders, invoices, contracts, and personnel forms.
  • Prepare newsletters, marketing materials, and update website and databases.
  • Assist with policy and procedure development, drafting, editing, and dissemination.
  • Coordinate program functions and events; provide technical assistance and training.

Requirements

  • Bachelor’s degree in business, public administration, or a related field.
  • Two years of paraprofessional experience in government finance or business, including program or project administration and management analysis.
  • Valid Virginia driver’s license (or obtain within 30 days of hire).
  • Considerable knowledge of general and special funds, electronic databases, governmental accounting concepts, and intermediate to advanced mathematics and statistics.
  • Proficiency with Microsoft Office Suite and Adobe Acrobat.
  • Ability to multi‑task, organize, prioritize, problem‑solve, and manage time effectively.
  • Physical ability to perform detailed work with frequent interruptions, including regular talking, hearing, seeing, reaching, repetitive motions, occasional stooping, kneeling, crouching, standing, walking, pushing, pulling, lifting up to 10 lb, and handling documents.

Preferred Qualifications

  • Knowledge of processing accounts payable.
  • Customer service experience (internal and external).
  • Virginia procurement experience.
  • VCA or VCARM certification.
  • Intermediate level experience with Microsoft Office Suite.

Pay

The anticipated hiring range is $47,490 – $67,139.
