About the Role
The City of Richmond, Department of Fire & Emergency Services is seeking a Management Analyst to manage and coordinate Payroll and Sworn Recruitment functions. The incumbent will be a member of the Business Office Team and may be assigned to various administrative functions, primarily Procurement and Payroll.
Responsibilities
- Procurement: Enter requisitions timely, coordinate with stakeholders to create Purchase Orders, forecast mid‑ and long‑term purchasing needs, develop contracts (IFBs, RFPs), work with Contract Administrators for compliance, attend DPS training, communicate lead times, and maintain professionalism in public business transactions.
- Payroll: Collect, review, and enter employee time and attendance data; audit timesheets and payroll records; process adjustments (overtime, leave, shift differentials, retroactive pay, special pay); provide guidance on time entry, payroll deadlines, and leave policies; coordinate with HR, finance, and leadership to resolve issues; serve as lead Payroll SME for technology implementation; generate analytical reports and perform compensation research.
- Accounts Payable: Receive, review, and verify invoices for accuracy and compliance; reconcile transactions; communicate with vendors and internal departments to resolve billing issues.
- Grants: Support month‑end and year‑end closing, prepare reports, track outstanding payables, identify and evaluate grant opportunities, coordinate with stakeholders to maintain compliance.
- Customer Service: Maintain excellent service to internal and external customers, assist with FOIA requests, and respond to inquiries promptly.
- Additional Duties: Manage all Payroll Administrator functions, respond to payroll inquiries, analyze complex payroll for sworn and civilian personnel, safeguard confidential information, serve as HR point of contact for payroll and recruitment, liaison with City Finance/Payroll and Richmond Retirement Office, generate statistical and monthly reporting data, and support sworn recruitment and promotional processes.
Qualifications
- Minimum Training and Experience: Bachelor’s degree in business, public administration, or a related field; two years of journey‑level professional experience in program/project management, policy, or financial analysis; or an equivalent combination of training and experience approved by the department.
- Preferred Training and Experience: Prior payroll experience; knowledge of HR practices and procedures; familiarity with federal and state payroll laws; experience with payroll and applicant information systems; ability to prepare, interpret, analyze, and audit reports; strong oral and written communication; ability to handle sensitive/confidential data; experience managing payroll in a sworn environment.
Skills, Knowledge, and Abilities
- Knowledge of general and special funds, governmental accounting concepts, and electronic databases.
- Intermediate to advanced proficiency with Microsoft Office Suite (Excel, Word, Access, Pivot Tables, Infographics) and Adobe Acrobat.
- Ability to analyze and aggregate data, interpret manuals and procedures, and develop recommendations and reports.
- Strong customer service, oral and written communication, and teamwork skills.
- Ability to multitask, organize, prioritize, problem‑solve, and manage time effectively.
- Physical ability to perform sedentary work with occasional lifting up to 10 pounds and occasional stooping, kneeling, or reaching.

Pay
Anticipated hiring range: $54,503 – $78,401.
Schedule
- Essential Personnel position – required to work during city closures due to emergencies, hazardous conditions, or inclement weather.
- No teleworking options during the first year of employment.
