About the role

The Iowa Department of Revenue's Lottery Division seeks a Public Service Manager 2 to act as Bureau Chief of Sales & Marketing. This position reports to the Lottery Administrator and is responsible for managing the division's business development and sales strategy.

Responsibilities

  • Manage the Iowa Lottery Sales and Marketing Bureau by driving performance, overseeing hiring and training, assigning workflow, and assessing performance
  • Collaborate with executive leadership to build revenue projections, as well as develop and execute growth strategies
  • Gather, analyze, and compile data needed to identify trends and make recommendations for business actions
  • Create and manage outreach efforts for current and future retail licensees
  • Execute "go-to-market" strategies for new products, retail partners, and/or product distribution channels
  • Support the professional development of a geographically dispersed sales and marketing team, including developing sales strategies and matrixes for analyzing sales performance
  • Participate in the procurement process and establish and maintain relationships with retail industry C-level executives, third-party vendors, and key stakeholders
  • Work with internal and external auditors to ensure compliance with enterprise security and fiscal controls
  • Represent the Iowa Department of Revenue Lottery Division at public board of director meetings, industry trade conferences or panels and other forums, and in quarterly Iowa Lottery Board meetings

Requirements

  • Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation
  • Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience
  • Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience
  • Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position

Qualifications

Applicants must live within the State of Iowa to qualify for this position. The successful candidate will be required to work on-site in the Hoover Building in Des Moines, with remote opportunities as it meets business needs. A background check, including a criminal history check, fingerprint and Iowa tax filing check, will be conducted on the final candidate.

Skills

Strong leadership, strategic planning, and communication skills are essential. Proficiency in Microsoft Office Suite and familiarity with public sector regulations are preferred.

Pay

Salary range: $85,000 - $110,000 annually

Schedule

Full-time position, Monday through Friday, 8:00 AM to 4:30 PM
