Licensing Specialist

About the role

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) seeks a Licensing Specialist for the Northern Region (Region II). This field position provides regulatory technical assistance and conducts statute‑mandated inspections and investigations of licensed developmental disability, mental health, and substance use disorder providers to ensure compliance with 12 VAC 35‑105 and 12 VAC 35‑46. The specialist monitors provider compliance through complaint and serious incident reviews, issues and modifies licenses, reviews service modification requests, and recommends licensing actions based on regulatory findings.

Responsibilities

• Conduct inspections and investigations of licensed providers
• Review complaints and reports of serious incidents
• Issue and modify licenses; review requests to modify services
• Provide regulatory technical assistance to providers on compliance
• Guide providers in developing and implementing systemic corrective actions
• Recommend licensing actions based on regulatory compliance

Qualifications

• Understanding of clinical assessments and their connection to service plan development and implementation
• Experience working with individuals with substance use disorders, mental health diagnoses, and/or developmental disabilities
• Administrative, management, and/or quality assurance experience in public and private service delivery systems
• Experience interpreting regulations and policies
• Ability to develop professional relationships and communicate verbally and in writing with internal and external stakeholders

Schedule

• Field position requiring frequent daytime travel and infrequent overnight travel
• Based in Northern Region (Arlington County, City of Alexandria, Fairfax County, Prince William County, Loudoun County)
• Approved for 100% telework; must be available for onsite meetings/special projects at DBHDS Central Office in Richmond, VA
• Strongly suggested applicants live within a 30–40 mile radius of the region
• Valid, unrestricted driver’s license and acceptable driving record per Commonwealth’s Driver Safety Program required

Pay

• Hiring range: $75,000 – $84,872
• Pay Band: 5
