This position is located at the Charleston Department of Motor Vehicles (DMV) Branch Office in Charleston, SC. Two positions will be filled from this posting.

About the Role

The License Examiner III administers road test examinations and evaluates applicants' skills and abilities to operate motor vehicles for all classes of driver licenses. This role involves both office-based and outdoor duties, including conducting tests in various weather conditions during early morning to early evening hours.

Responsibilities

  • Administer road test examinations for all vehicle classes:
    • Class A: Any combination of vehicles with a Gross Vehicle Weight Rating (GVWR) of 26,001+ pounds, provided the GVWR of the towed vehicle exceeds 10,000 pounds.
    • Class B: Any single unit vehicle with a GVWR of 26,001+ pounds, or any such vehicle towing another not exceeding 10,000 pounds.
    • Class C: Any vehicle or combination not meeting Class A or B definitions but designed to transport 16+ passengers (including the driver) or placarded for hazardous materials.
    • Class D: Passenger and non-commercial vehicles not exceeding 26,000 pounds GVWR.
    • Class E: Non-commercial single unit vehicles and non-commercial vehicles not exceeding 26,000 pounds GVWR.
    • Class F: Non-commercial combination vehicles exceeding 26,000 pounds GVWR.
    • Class M: Motorcycles.
    • CDLs (if in a CDL Office).
  • Determine applicants' physical and mental fitness and competency to safely operate motor vehicles.
  • Administer written, oral, and automated examinations to assess knowledge of laws and driving procedures.
  • Perform pre-trip inspections on applicant-operated vehicles.
  • Examine, accept, prepare, enter, and print documents for issuing driver licenses, beginner permits, identification cards, vehicle registrations, license plates, permits, and titles (including repossessed, abandoned, salvaged, homemade, and rebuilt vehicles).
  • Edit customer name and address fields.
  • Process motor vehicle registration requests.
  • Research suspension inquiries, modify driver International Registration Plans, and issue automobile dealership licenses.
  • Answer customer inquiries about driver, vehicle, registration, titling, and insurance requirements via phone and in person.
  • Greet and direct customers to appropriate office areas.
  • Collect fees and donations for the Donate Life Fund.
  • Reconcile and prepare individual daily reports and refund request documents.
  • Compute vehicle sales taxes and adjust vehicle record weights.
  • Receive, code, and issue receipts for surrendered license plates; box surrendered plates and complete pickup requests.
  • Perform routine equipment maintenance.
  • Fax, mail documents, and run errands (e.g., post office trips, bank deposits).

Requirements

  • A high school diploma or equivalent.
  • A valid South Carolina driver’s license and at least 21 years of age with one year of driving experience.
  • Completion of a nationwide criminal background check, including fingerprinting.
  • Completion of a formal CDL test examiner training course and examination (required before administering CDL knowledge/skill tests).
  • Ability to communicate professionally and effectively with internal and external customers.
  • Excellent customer service skills and thorough knowledge of driver licensing eligibility requirements.
  • Application of DMV organizational competencies.

Working Conditions

  • Road tests conducted year-round in various weather conditions (rain, wind, heat, cold).
  • Testing hours span early morning to early evening.
  • Work requires prolonged sitting, standing, walking, and constant talking.
  • Exposure to outdoor temperatures and processing chemicals used in driver’s license development.
  • May require relocation to an office within 30 miles of the home office if business needs arise.
  • Position is in a Tier Three office location.
