About the role
The Learning and Development Specialist will design, implement, and manage programs to enhance employee skills, performance, and career growth while aligning with Harris County and Auditor’s Office goals. This role serves as a member of the HR team, responsible for creating and executing employee development plans that support business objectives and foster a culture of continuous learning.
Responsibilities
The Learning and Development Specialist will be responsible for designing, implementing, and managing programs to enhance employee skills, performance, and career growth. Specific responsibilities include:
- Creating and executing employee development plans that support business objectives and foster a culture of continuous learning
- Designing, implementing, and managing training programs to enhance employee skills and performance
- Mentoring, coaching, or leading others in a learning environment
- Creating training materials and learning resources
- Developing or facilitating content related to communication skills, conflict navigation, or behavior-based development
Requirements
The ideal candidate will have:
- Bachelor’s degree in learning and development, instructional design, education, communications, or related field
- 6+ years in training development, instructional design, or learning management
- Experience mentoring, coaching, or leading others in a learning environment
- Experience creating training materials and learning resources
- Experience developing or facilitating content related to communication skills, conflict navigation, or behavior-based development is preferred
Skills
The successful candidate will have:
- Proficiency with Microsoft Office, LMS platforms, e-learning tools, Zoom, and digital learning technologies
- Strong communication, facilitation, and presentation skills
- Excellent interpersonal and collaboration abilities
- Strong organizational and project management skills; able to manage multiple priorities in a fast-paced environment
- Analytical skills to assess program effectiveness and improve learning solutions
- Skill in de-escalating conflict, encouraging productive dialogue, and fostering positive workplace interactions

Schedule
The schedule for this position is 8 AM – 5:00 PM, Monday–Friday, and is located at the Harris County Auditor's Office, 1010 Lamar St., 8th Floor.
