About the role
L3Harris is seeking a Lead, Contracts (Contracts Manager) to manage a complex and strategic portfolio of work, providing business, contractual, and risk mitigation strategic guidance for DoD-related Commercial and CAS covered contracts from contract inception to contract close-out.
Responsibilities
- Manage a complex and strategic portfolio of work, providing business, contractual, and risk mitigation strategic guidance for DoD-related Commercial and CAS covered contracts from contract inception to contract close-out.
- Contractual support to business-critical areas including the development and advancement of commercial and programmatic strategies, operational decision making, delivering proposal risk analysis and mitigation alternatives, and negotiation oversight.
- Apply contracts direction in contract formation activities, such as defending Commercial Item positions, maximizing negotiated outcomes, and providing broad based business judgement while monitoring compliance with government acquisition regulations.
- Participate in the proposal development process by identifying areas of risk, and promoting innovative solutions to internal and external customers.
- Self-starter capable of high-level independent work with strong organizational and computer skills.
- Outreach and partner with other key functional areas, such as Finance, Programs and Sales on new and continuing programs to ensure desired objectives and outcomes are achieved.
- Continue to advance commercial pricing strategies and support commercial item procurement justifications where applicable. Analyze new laws, regulations and contract trends for potential impact on business goals and objectives.
- Work in partnership with legal counsel to provide recommendations from a Contracts perspective on legal activities, intellectual property interests, disputes, claims, protests, and lawsuits.
Requirements
- Bachelor’s Degree and a minimum of 9 years of prior related experience in Contract Management and US Government Federal Acquisition Regulation. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Strong interpersonal, written and oral communication skills with the ability to work well in a team environment.
- In depth knowledge of contract lifecycle management: RFP review, proposal preparation, negotiation, and administration.
- Familiarity with U.S. Government contracting.
- Self-starter with strong organizational and computer skills.
- Creative and strategic mindset.
Qualifications
- Understanding of US Government acquisition regulations, cost and price estimating concepts, Intellectual Property and an in-depth working knowledge of FAR Part 12 and FAR Part 15 acquisition.
