LEAD CONTRACT SPECIALIST.

This position is eligible for ad-hoc/situational telework at the discretion of management.
The job is remote.

Responsibilities
- Develop new approaches and innovative strategies to support contract terms, conditions, and/or major systems acquisitions.
- Research, learn, and apply a wide range of qualitative and quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
- Ensure that the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities, communicating, and supporting the plans, vision, and mission of the Command.
- Exchange information, provide technical expertise, and identify and resolve potential problems.
- Interpret Defense Contract Audit Agency (DCAA) audits to resolve issues with contractor and government personnel.
- Provide guidance in the avoidance, evaluation, and resolution of problems as they relate to production and cost impact.
- Assist in providing leadership to implement the commands Equal Employment Opportunity (EEO) and Continuous Process Improvement (CPI) programs.
- Evaluate contractor and subcontractor allegations of government caused impact of entire business operations.
- Prepare and approve contracting officer final decisions, business clearance and negotiation memoranda, technical analytical reports, letters of concerns, evaluation of contractor's performance, and other contractual documentation.
Requirements
To be considered for this position, you must meet the following basic requirements:
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Must meet the time-in-grade requirement by the closing date of this announcement.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
- Must be willing and able to climb ladders and scaffolding.
- Must be able to work onboard ships.
Qualifications
To qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing as a professional contract specialist, mentoring a team of professional contractors by overseeing negotiations and administration of contracts to meet objectives and deadlines within an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Education: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
