Lead Contract Monitoring Specialist

Primary Responsibilities

  • Serve as the lead resource and subject matter expert for contract monitoring activities.
  • Provide day-to-day guidance, mentoring, and support to Contract Monitoring Specialists.
  • Cook up monitoring schedules, assignments, and monitoring activities.
  • Conduct complex desk reviews, on-site reviews, audits, and operational assessments.
  • Review monitoring reports and findings for accuracy, completeness, and consistency.
  • Analyze provider performance data, trends, and risk indicators.
  • Aid in developing corrective action plans and monitor their implementation.
  • Conduct risk assessments and identify areas requiring additional oversight.
  • Aid the Manager with network monitoring initiatives.
  • Support readiness reviews for new providers and contract applicants.
  • Develop monitoring summaries for leadership.
  • Aid in training new staff and developing monitoring tools and procedures.
  • Provide technical assistance to providers regarding contract requirements and compliance expectations.
  • Review regulatory changes, state requirements, and agency policies affecting contract compliance.
  • Aid in developing policies, procedures, and quality improvement initiatives.
  • Investigate provider concerns, complaints, and compliance issues.
  • Participate in meetings with internal and external stakeholders, as well as other Single Source Continuum Contractor (SSCC).

Qualifications

  • Bachelor’s degree, preferably in social services or human services. Relevant experience in contract administration and social services may be considered in lieu of formal degree.
  • Experience with contract monitoring, compliance, quality assurance, or program monitoring.
  • Experience conducting audits, risk assessments, and compliance reviews.
  • Experience within child welfare, foster care, Single Source Continuum Contractor (SSCC), or social services programs.
  • Previous mentoring, training, or supervisory experience.
  • Strong understanding of child welfare services and Single Source Continuum Contractor (SSCC) requirements.
  • Knowledge of contract compliance and performance monitoring.
  • Strong analytical and problem-solving skills.
  • Ability to interpret regulations and contract requirements.
  • Ability to prepare detailed reports and present findings.
  • Ability to handle fast paced and high-pressure work environments.
  • Strong organizational and time management skills.
  • Ability to work independently while supporting team members.
  • Strong communication and relationship-building skills.
  • Ability to maintain confidentiality in professional settings.
  • Proficiency in Microsoft Office and contract management systems.
